The bill would amend the Health and Safety Code to require the Executive Commissioner of the Health and Human Services Commission (HHSC) to adopt rules related to the designation of a caregiver to receive aftercare instruction regarding a patient. The bill would take effect immediately upon a two-thirds majority vote of both house. Otherwise, the bill would take effect September 1, 2017.Based on the LBB's analysis of HHSC, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
