                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 11, 2017      TO: Honorable Lyle Larson, Chair, House Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB2476 by Davis, Sarah (Relating to approval by the comptroller of public accounts of certain contingent fee legal services contracts entered into by public agencies.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Texas Government Code, Section 403.0305 to prohibit a public agency from entering into a contract in order to bring a suit under the Texas Water Code in which the Texas Commission on Environmental Quality (TCEQ) is a necessary and indispensable party without review and approval of that contract by the Comptroller.  TCEQ and the Comptroller estimate that implementing the provisions of the bill could be done using existing resources.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
