77 relating to an innovation grant program to support residency
88 training programs in psychiatric specialty fields.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 58A, Education Code, is amended by
1111 adding Subchapter D to read as follows:
1212 SUBCHAPTER D. PSYCHIATRIC SPECIALTY INNOVATION GRANT PROGRAM
1313 Sec. 58A.071. PSYCHIATRIC SPECIALTY INNOVATION GRANT
1414 PROGRAM. Subject to available funds, the board shall establish an
1515 innovation grant program under which the board awards incentive
1616 payments to medical schools that administer innovative residency
1717 training programs designed to increase the number of physicians in
1818 this state who specialize in pediatric or adult psychiatric care.
1919 Sec. 58A.072. FEDERAL FUNDS AND GIFTS, GRANTS, AND
2020 DONATIONS. In addition to other money appropriated by the
2121 legislature, for the purpose of promoting pediatric or adult
2222 psychiatric care under the program established under this
2323 subchapter the board:
2424 (1) shall first seek and apply for any available
2525 federal funds; and
2626 (2) after determining in a program year the state's
2727 eligibility for funds described by Subdivision (1), may solicit and
2828 accept gifts, grants, and donations from any other source, public
2929 or private, as necessary to ensure effective implementation of the
3030 program.
3131 Sec. 58A.073. RULES. In consultation with each medical
3232 school in this state, the board shall adopt rules for the
3333 administration of the program established under this
3434 subchapter. The rules must include:
3535 (1) administrative provisions relating to the
3636 awarding of grants under this subchapter, such as:
3737 (A) eligibility criteria for medical schools;
3838 (B) grant application procedures;
3939 (C) guidelines relating to grant amounts;
4040 (D) procedures for evaluating grant
4141 applications; and
4242 (E) procedures for monitoring the use of grants;
4343 and
4444 (2) methods for tracking the effectiveness of grants
4545 that:
4646 (A) using data reasonably available to the board,
4747 consider relevant information regarding the career paths of medical
4848 school graduates during the four-year period following their
4949 graduation; and
5050 (B) evaluate whether and for how long those
5151 graduates practice in a psychiatric specialty field in this state.
5252 Sec. 58A.074. AWARD OF GRANTS. (a) In awarding grants
5353 under the program, the board shall award:
5454 (1) 60 percent of the amount available in each program
5555 year to medical schools with innovative residency programs that
5656 train physicians to specialize in pediatric psychiatric care; and
5757 (2) 40 percent of the amount available in each program
5858 year to medical schools with innovative residency programs that
5959 train physicians to specialize in adult psychiatric care.
6060 (b) Within each category of grants prescribed by Subsection
6161 (a), the board shall give priority to grants to medical schools with
6262 innovative residency programs based in rural or underserved areas.
6363 Sec. 58A.075. ADMINISTRATIVE COSTS. A reasonable amount,
6464 not to exceed three percent, of any money appropriated for purposes
6565 of this subchapter may be used by the board to pay the costs of
6666 administering this subchapter.
6767 SECTION 2. (a) As soon as practicable after the effective
6868 date of this Act, the Texas Higher Education Coordinating Board
6969 shall adopt rules for the implementation and administration of the
7070 innovation grant program established under Subchapter D, Chapter
7171 58A, Education Code, as added by this Act.
7272 (b) Not later than September 1, 2018, the Texas Higher
7373 Education Coordinating Board shall establish the innovation grant
7474 program required by Subchapter D, Chapter 58A, Education Code, as
7575 added by this Act, and shall begin to award grants under the program
7676 as soon as practicable after the program is established.
7777 SECTION 3. This Act takes effect September 1, 2017.
