| 12 | 12 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Section 5.552, Water Code, is amended by adding |
|---|
| 14 | 14 | | Subsection (c-1) to read as follows: |
|---|
| 15 | 15 | | (c-1) At the site of the facility or proposed facility for |
|---|
| 16 | 16 | | which an applicant is required to publish notice under this |
|---|
| 17 | 17 | | section, the applicant shall place a sign that complies with rules |
|---|
| 18 | 18 | | adopted by the commission stating: |
|---|
| 19 | 19 | | (1) that an application for a permit for a facility at |
|---|
| 20 | 20 | | the site has been filed; and |
|---|
| 21 | 21 | | (2) the manner in which the commission may be |
|---|
| 22 | 22 | | contacted for further information. |
|---|
| 23 | 23 | | SECTION 2. The changes in law made by this Act apply only to |
|---|
| 24 | 24 | | an application for a permit that is filed with the Texas Commission |
|---|
| 25 | 25 | | on Environmental Quality on or after the effective date of this Act. |
|---|
| 26 | 26 | | An application for a permit filed before the effective date of this |
|---|
| 27 | 27 | | Act is governed by the law in effect on the date of filing, and that |
|---|
| 28 | 28 | | law is continued in effect for that purpose. |
|---|
| 29 | 29 | | SECTION 3. This Act takes effect September 1, 2017. |
