| 12 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 12 | | SECTION 1. Subchapter D, Chapter 74, Education Code, is |
|---|
| 14 | 13 | | amended by adding Section 74.155 to read as follows: |
|---|
| 15 | 14 | | Sec. 74.155. NATIONAL CENTER FOR WARRIOR RESILIENCY. (a) |
|---|
| 16 | 15 | | In this section: |
|---|
| 17 | 16 | | (1) "Board" means the board of regents of The |
|---|
| 18 | 17 | | University of Texas System. |
|---|
| 19 | 18 | | (2) "Center" means the National Center for Warrior |
|---|
| 20 | 19 | | Resiliency. |
|---|
| 21 | 20 | | (b) The board shall establish the National Center for |
|---|
| 22 | 21 | | Warrior Resiliency at The University of Texas Health Science Center |
|---|
| 23 | 22 | | at San Antonio for purposes of: |
|---|
| 24 | 23 | | (1) researching issues relating to the detection, |
|---|
| 25 | 24 | | prevention, diagnosis, and treatment of combat-related |
|---|
| 26 | 25 | | post-traumatic stress disorder and comorbid conditions; and |
|---|
| 27 | 26 | | (2) providing clinical care to enhance the |
|---|
| 28 | 27 | | psychological resiliency of military personnel and veterans. |
|---|
| 29 | 28 | | (c) The organization, control, and management of the center |
|---|
| 30 | 29 | | are vested in the board. |
|---|
| 31 | 30 | | (d) The board shall: |
|---|
| 32 | 31 | | (1) provide for the employment of staff and an |
|---|
| 33 | 32 | | operating budget for the center; and |
|---|
| 34 | 33 | | (2) select a site for the center at The University of |
|---|
| 35 | 34 | | Texas Health Science Center at San Antonio. |
|---|
| 36 | 35 | | (e) The board may solicit, accept, and administer gifts and |
|---|
| 37 | 36 | | grants from any public or private source for the use and benefit of |
|---|
| 38 | 37 | | the center. |
|---|
| 39 | 38 | | (f) The center may enter into agreements or otherwise |
|---|
| 40 | 39 | | collaborate with public or private entities, including other public |
|---|
| 41 | 40 | | institutions of higher education, private or independent |
|---|
| 42 | 41 | | institutions of higher education, the United States Department of |
|---|
| 43 | 42 | | Veterans Affairs, the United States Department of Defense, and the |
|---|
| 44 | 43 | | National Institutes of Health, to perform the research functions of |
|---|
| 45 | 44 | | the center. |
|---|
| 46 | 45 | | (g) An employee of the center is an employee of The |
|---|
| 47 | 46 | | University of Texas System. |
|---|
| 48 | 47 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 49 | 48 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 50 | 49 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 51 | 50 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 52 | 51 | | Act takes effect September 1, 2017. |
