99 A BILL TO BE ENTITLED
1010 AN ACT
1111 relating to school district discretion to administer college
1212 preparation assessment instruments to public school students at
1313 state cost.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Section 39.0261(a), Education Code, is amended
1616 to read as follows:
1717 (a) In addition to the assessment instruments otherwise
1818 authorized or required by this subchapter:
1919 (1) each school year and at state cost, a school
2020 district may [shall] administer to students in the spring of the
2121 eighth grade an established, valid, reliable, and nationally
2222 norm-referenced preliminary college preparation assessment
2323 instrument for the purpose of diagnosing the academic strengths and
2424 deficiencies of students before entrance into high school;
2525 (2) each school year and at state cost, a school
2626 district may [shall] administer to students in the 10th grade an
2727 established, valid, reliable, and nationally norm-referenced
2828 preliminary college preparation assessment instrument for the
2929 purpose of measuring a student's progress toward readiness for
3030 college and the workplace; and
3131 (3) high school students in the spring of the 11th
3232 grade or during the 12th grade may select and take once, at state
3333 cost, one of the valid, reliable, and nationally norm-referenced
3434 assessment instruments used by colleges and universities as part of
3535 their undergraduate admissions processes.
3636 SECTION 2. This Act applies beginning with the 2017-2018
3737 school year.
3838 SECTION 3. This Act takes effect immediately if it receives
3939 a vote of two-thirds of all the members elected to each house, as
4040 provided by Section 39, Article III, Texas Constitution. If this
4141 Act does not receive the vote necessary for immediate effect, this
4242 Act takes effect September 1, 2017.
