The bill would amend the Transportation Code to authorize the Texas Transportation Commission to acquire real property for use in or in connection with a transportation facility before environmental clearance has been issued for the transportation facility by the appropriate federal or state authority.The Texas Department of Transportation (TxDOT) indicates that the provisions of the bill could result in savings in right-of-way acquisition costs. Based on LBB's analysis of the information provided by TxDOT, it is assumed any savings or costs associated with the provisions of the bill would be reallocated or absorbed within the agency's current highway planning and construction resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
