88 AN ACT
99 relating to the inclusion of education and training regarding human
1010 trafficking in the curriculum of commercial driver's license
1111 training programs offered by public junior colleges and career
1212 schools and colleges.
1313 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1414 SECTION 1. Subchapter A, Chapter 130, Education Code, is
1515 amended by adding Section 130.0105 to read as follows:
1616 Sec. 130.0105. COMMERCIAL DRIVER'S LICENSE TRAINING
1717 PROGRAM; CERTAIN CURRICULUM REQUIREMENTS. (a) The Texas Higher
1818 Education Coordinating Board by rule shall require each public
1919 junior college offering a commercial driver's license training
2020 program to include as a part of that program education and training
2121 on the recognition and prevention of human trafficking.
2222 (b) The Texas Higher Education Coordinating Board, in
2323 collaboration with the office of the attorney general, shall
2424 establish the content of the education and training required by
2525 this section.
2626 SECTION 2. Subchapter A, Chapter 132, Education Code, is
2727 amended by adding Section 132.006 to read as follows:
2828 Sec. 132.006. COMMERCIAL DRIVER'S LICENSE TRAINING
2929 PROGRAM; CERTAIN CURRICULUM REQUIREMENTS. (a) The commission by
3030 rule shall require each career school or college offering a
3131 commercial driver's license training program to include as a part
3232 of that program education and training on the recognition and
3333 prevention of human trafficking.
3434 (b) The commission, in collaboration with the office of the
3535 attorney general, shall establish the content of the education and
3636 training required by this section.
3737 SECTION 3. (a) Not later than December 1, 2017, the Texas
3838 Higher Education Coordinating Board shall adopt rules necessary to
3939 implement Section 130.0105, Education Code, as added by this Act.
4040 (b) Not later than December 1, 2017, the Texas Workforce
4141 Commission shall adopt rules necessary to implement Section
4242 132.006, Education Code, as added by this Act.
4343 SECTION 4. This Act takes effect immediately if it receives
4444 a vote of two-thirds of all the members elected to each house, as
4545 provided by Section 39, Article III, Texas Constitution. If this
4646 Act does not receive the vote necessary for immediate effect, this
4747 Act takes effect September 1, 2017.
