BILL ANALYSIS H.B. 2802 By: Larson Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Interested parties note that river authorities are special districts that are subject to oversight by multiple entities but contend that the limited sunset review of these authorities may not be appropriate for this type of special district as sufficient oversight and regulatory requirements are already in place for these districts. H.B. 2802 seeks to address this issue by repealing provisions of law subjecting certain river authorities to limited review under the Texas Sunset Act.
