66 AN ACT
77 relating to the mental health first aid program training and
88 reporting.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 1001.205, Health and Safety Code, is
1111 amended to read as follows:
1212 Sec. 1001.205. REPORTS. (a) Not later than September 30
1313 of each year, a local mental health authority shall provide to the
1414 department the number of:
1515 (1) employees and contractors of the authority who
1616 were trained as mental health first aid trainers under Section
1717 1001.202 during the preceding fiscal year, the number of trainers
1818 who left the program for any reason during the preceding fiscal
1919 year, and the number of active trainers;
2020 (2) educators, school district employees other than
2121 educators, and school resource officers who completed a mental
2222 health first aid training program offered by the authority under
2323 Section 1001.203 during the preceding fiscal year categorized by
2424 local mental health authority region, school district, and category
2525 of personnel; and
2626 (3) individuals who are not school district employees
2727 or school resource officers who completed a mental health first aid
2828 training program offered by the authority during the preceding
2929 fiscal year.
3030 (b) Not later than December 1 of each year, the department
3131 shall compile the information submitted by local mental health
3232 authorities as required by Subsection (a) and submit a report to the
3333 legislature containing [the number of]:
3434 (1) the number of authority employees and contractors
3535 trained as mental health first aid trainers during the preceding
3636 fiscal year, the number of trainers who left the program for any
3737 reason during the preceding fiscal year, and the number of active
3838 trainers;
3939 (2) the number of educators, school district employees
4040 other than educators, and school resource officers who completed a
4141 mental health first aid training program provided by an authority
4242 during the preceding fiscal year categorized by local mental health
4343 authority region, school district, and category of personnel; [and]
4444 (3) the number of individuals who are not school
4545 district employees or school resource officers who completed a
4646 mental health first aid training program provided by an authority
4747 during the preceding fiscal year; and
4848 (4) a detailed accounting of expenditures of money
4949 appropriated for the purpose of implementing this subchapter.
5050 SECTION 2. Subchapter H, Chapter 1001, Health and Safety
5151 Code, is amended by adding Section 1001.207 to read as follows:
5252 Sec. 1001.207. PROGRAM PROMOTION. (a) The commission shall
5353 make available on its official Internet website information about
5454 the Mental Health First Aid Training Program for the purpose of
5555 promoting public awareness of the program. An electronic link to an
5656 outside source of information is not sufficient.
5757 (b) The Texas Education Agency shall make available on its
5858 official Internet website information about the Mental Health First
5959 Aid Training Program for the purpose of promoting public awareness
6060 of the program. An electronic link to an outside source of
6161 information is not sufficient.
6262 SECTION 3. (a) Section 1001.205(a), Health and Safety Code,
6363 as amended by this Act, applies only to a report due under that
6464 section after September 30, 2017. A report due under that section
6565 before that date is governed by the law in effect immediately before
6666 the effective date of this Act, and that law is continued in effect
6767 for that purpose.
6868 (b) Section 1001.205(b), Health and Safety Code, as amended
6969 by this Act, applies only to a report due under that section after
7070 December 1, 2017. A report due under that section before that date
7171 is governed by the law in effect immediately before the effective
7272 date of this Act, and that law is continued in effect for that
7373 purpose.
7474 SECTION 4. Not later than December 1, 2017, the Health and
7575 Human Services Commission and the Texas Education Agency shall
7676 update their Internet websites to include the information required
7777 by Section 1001.207, Health and Safety Code, as added by this Act.
7878 SECTION 5. This Act takes effect September 1, 2017.
