| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Chapter 56, Education Code, is amended by adding |
|---|
| 12 | 12 | | Subchapter Z to read as follows: |

| 13 | 13 | | SUBCHAPTER Z. MISCELLANEOUS FINANCIAL ASSISTANCE PROGRAMS |

| 14 | 14 | | Sec. 56.951. STUDY ABROAD SCHOLARSHIP PROGRAM. (a) In this |
|---|
| 15 | 15 | | section, "coordinating board" means the Texas Higher Education |
|---|
| 16 | 16 | | Coordinating Board. |
|---|
| 17 | 17 | | (b) The coordinating board shall administer a program to |
|---|
| 18 | 18 | | provide scholarships to support study abroad by eligible students |
|---|
| 19 | 19 | | enrolled in a certificate or degree program at an institution of |
|---|
| 20 | 20 | | higher education. The coordinating board shall adopt any rules |
|---|
| 21 | 21 | | necessary to implement the program, including rules regarding |
|---|
| 22 | 22 | | student eligibility for a scholarship under the program. |
|---|
| 23 | 23 | | (c) A student may not receive scholarships under the program |
|---|
| 24 | 24 | | for a period of more than two years or for a total amount greater |
|---|
| 25 | 25 | | than $10,000. |
|---|
| 26 | 26 | | (d) A scholarship may be awarded only to support study |
|---|
| 27 | 27 | | abroad that directly relates to or provides course credit toward |
|---|
| 28 | 28 | | the student's certificate or degree program, as determined by the |
|---|
| 29 | 29 | | coordinating board. |
|---|
| 30 | 30 | | (e) The coordinating board may fund the program from |
|---|
| 31 | 31 | | available appropriations and from gifts, grants, and donations, and |
|---|
| 32 | 32 | | may solicit and accept gifts, grants, and donations for that |
|---|
| 33 | 33 | | purpose. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 35 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 38 | | Act takes effect September 1, 2017. |
