7 | 7 | | relating to educator preparation programs. |

8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Section 21.045, Education Code, is amended by |
---|
10 | 10 | | amending Subsection (a) and adding Subsection (a-1) to read as |
---|
11 | 11 | | follows: |
---|
12 | 12 | | (a) The board shall propose rules necessary to establish |
---|
13 | 13 | | standards to govern the continuing accountability of all educator |
---|
14 | 14 | | preparation programs based on the following information that is |
---|
15 | 15 | | disaggregated with respect to race, sex, and ethnicity: |
---|
16 | 16 | | (1) results of the certification examinations |
---|
17 | 17 | | prescribed under Section 21.048(a), except as provided by |
---|
18 | 18 | | Subsection (a-1); |
---|
19 | 19 | | (2) performance based on the appraisal system for |
---|
20 | 20 | | beginning teachers adopted by the board; |
---|
21 | 21 | | (3) achievement, including improvement in |
---|
22 | 22 | | achievement, of students taught by beginning teachers for the first |
---|
23 | 23 | | three years following certification, to the extent practicable; |
---|
24 | 24 | | (4) compliance with board requirements regarding the |
---|
25 | 25 | | frequency, duration, and quality of structural guidance and ongoing |
---|
26 | 26 | | support provided by field supervisors to candidates completing |
---|
27 | 27 | | student teaching, clinical teaching, or an internship, provided |
---|
28 | 28 | | that the board: |
---|
29 | 29 | | (A) must permit a program to comply with at least |
---|
30 | 30 | | three of any field supervisor visit requirements through visits |
---|
31 | 31 | | provided by video, the Internet, or another remote technological |
---|
32 | 32 | | method; and |
---|
33 | 33 | | (B) may not require more than five support visits |
---|
34 | 34 | | by a field supervisor during the course of an internship; and |
---|
35 | 35 | | (5) results from a teacher satisfaction survey, |
---|
36 | 36 | | developed by the board with stakeholder input, of new teachers |
---|
37 | 37 | | performed at the end of the teacher's first year of teaching. |
---|
38 | 38 | | (a-1) Results on a content examination required for |
---|
39 | 39 | | certification in a subject area are not included for purposes of |
---|
40 | 40 | | Subsection (a)(1) if the subject area is determined by the agency, |
---|
41 | 41 | | based on information maintained by the agency and subject to |
---|
42 | 42 | | approval by the United States Department of Education, to be a |
---|
43 | 43 | | teacher shortage area. |
---|
44 | 44 | | SECTION 2. Section 21.051(b), Education Code, is amended to |
---|
45 | 45 | | read as follows: |
---|
46 | 46 | | (b) Before a school district may employ a candidate for |
---|
47 | 47 | | certification as a teacher of record, the candidate must complete |
---|
48 | 48 | | at least 15 hours of field-based experience, which may occur after |
---|
49 | 49 | | the candidate's admission to an educator preparation program or |
---|
50 | 50 | | during the two years preceding admission. The field-based |
---|
51 | 51 | | experience may be satisfied by observing a teacher certified by |
---|
52 | 52 | | this state [in which the candidate is] actively engaged in |
---|
53 | 53 | | instructional or educational activities, or by serving as a |
---|
54 | 54 | | substitute teacher or teacher's aide, [under supervision] at: |
---|
55 | 55 | | (1) a public school campus accredited or approved for |
---|
56 | 56 | | the purpose by the agency; or |
---|
57 | 57 | | (2) a private school recognized or approved for the |
---|
58 | 58 | | purpose by the agency. |
---|
59 | 59 | | SECTION 3. This Act takes effect immediately if it receives |
---|
60 | 60 | | a vote of two-thirds of all the members elected to each house, as |
---|
61 | 61 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
62 | 62 | | Act does not receive the vote necessary for immediate effect, this |
---|
63 | 63 | | Act takes effect September 1, 2017. |
