| 7 | 7 | | relating to permits for certain vehicles being operated in |

| 8 | 8 | | connection with a motor sports racing event. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 623, Transportation Code, |
|---|
| 11 | 11 | | is amended by adding Section 623.0172 to read as follows: |
|---|
| 12 | 12 | | Sec. 623.0172. MOTOR SPORTS RACING EVENT PERMIT. (a) In |
|---|
| 13 | 13 | | this section, "motor sports racing event" means an automobile |
|---|
| 14 | 14 | | racing event and all activities leading up to that event, including |
|---|
| 15 | 15 | | administration, testing, practice, promotion, and merchandising, |
|---|
| 16 | 16 | | that is sanctioned by the Automobile Competition Committee for the |
|---|
| 17 | 17 | | United States (ACCUS). |
|---|
| 18 | 18 | | (b) The department shall issue a permit that allows a person |
|---|
| 19 | 19 | | to operate over a state highway or road a combination of vehicles |
|---|
| 20 | 20 | | that exceeds the length limit provided by law if the combination of |
|---|
| 21 | 21 | | vehicles: |
|---|
| 22 | 22 | | (1) does not exceed 85 feet in length; and |
|---|
| 23 | 23 | | (2) is being operated: |
|---|
| 24 | 24 | | (A) for personal, noncommercial use; and |
|---|
| 25 | 25 | | (B) primarily or exclusively in connection with a |
|---|
| 26 | 26 | | motor sports racing event. |
|---|
| 27 | 27 | | (c) A permit issued under this section: |
|---|
| 28 | 28 | | (1) is valid for 15 days; and |
|---|
| 29 | 29 | | (2) must be carried in the vehicle for which it is |
|---|
| 30 | 30 | | issued. |
|---|
| 31 | 31 | | (d) A person is not eligible for a permit under this section |
|---|
| 32 | 32 | | if, during the preceding 12 months, the person has been issued a |
|---|
| 33 | 33 | | permit under this section five or more times. |
|---|
| 34 | 34 | | (e) The department may adopt rules necessary to implement |
|---|
| 35 | 35 | | this section, including rules governing the application for a |
|---|
| 36 | 36 | | permit under this section. |
|---|
| 37 | 37 | | SECTION 2. This Act takes effect September 1, 2017. |
