| 14 | 8 | SECTION 1. Section 2051.0441(a), Government Code, is | |

| 17 | 11 | governmental entity or representative in a county: | |
| 18 | 12 | (1) with a population of at least 30,000 and not more | |
| 19 | 13 | than 39,000 [36,000] that borders the Red River; or | |
| 20 | 14 | (2) that does not have a newspaper described by | |
| 21 | 15 | Section 2051.044 published in the county. | |
| 22 | 16 | SECTION 2. This Act takes effect September 1, 2017. | |
