| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 13.042, Election Code, is amended by |
|---|
| 10 | 10 | | amending Subsections (a) and (c) and adding Subsection (d) to read |
|---|
| 11 | 11 | | as follows: |
|---|
| 12 | 12 | | (a) A volunteer deputy registrar shall deliver in person, by |
|---|
| 13 | 13 | | mail, by common carrier, or by secure drop box, or by personal |
|---|
| 14 | 14 | | delivery through another designated volunteer deputy, to the |
|---|
| 15 | 15 | | registrar each completed voter registration application submitted |
|---|
| 16 | 16 | | to the deputy, as provided by this section. The secretary of state |
|---|
| 17 | 17 | | shall prescribe any procedures necessary to ensure the proper and |
|---|
| 18 | 18 | | timely delivery of completed applications that are not delivered in |
|---|
| 19 | 19 | | person by the volunteer deputy who receives them. |
|---|
| 20 | 20 | | (c) An application submitted after the 34th day and before |
|---|
| 21 | 21 | | the 29th day before the date of an election in which any qualified |
|---|
| 22 | 22 | | voter of the county is eligible to vote shall be delivered not later |
|---|
| 23 | 23 | | than 5 p.m. of the 29th day before election day, unless the voter |
|---|
| 24 | 24 | | registrar sets a specific later time. If the voter registrar sets a |
|---|
| 25 | 25 | | later time to accept applications, the deadline and location of |
|---|
| 26 | 26 | | acceptance must be posted on the voter registrar's website, if the |
|---|
| 27 | 27 | | county maintains a website, and all volunteer deputy registrars |
|---|
| 28 | 28 | | must be notified of the deadline and location of acceptance. |
|---|
| 29 | 29 | | (d) A voter registrar may create a secure drop box for a |
|---|
| 30 | 30 | | volunteer deputy registrar to deliver completed voter registration |
|---|
| 31 | 31 | | applications. |
|---|
| 32 | 32 | | SECTION 2. This Act takes effect September 1, 2017. |
