                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 9, 2017      TO: Honorable Dan Huberty, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3024 by Price (Relating to the removal of a public school student from an interscholastic athletic activity on the basis of a suspected concussion.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would allow a licensed chiropractor to make a determination that a student participating in an interscholastic athletics practice or competition might have suffered a concussion. Such a determination triggers a requirement that the student be immediately removed from the practice or competition. Under existing law, such a determination can be made by a coach, a physician, or a licensed health care professional.The bill would take immediate effect if it receives a two-thirds vote of each house of the Legislature. Otherwise, the bill would take effect September 1, 2017.The Board of Chiropractic Examiners anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
