| 7 | 7 | | relating to a study by the Geo-Technology Research Institute on the |

| 8 | 8 | | monitoring, prevention, and removal of floating trash. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. STUDY. (a) In this section, "floating trash" |
|---|
| 11 | 11 | | means human-made trash or debris floating on the waterways of this |
|---|
| 12 | 12 | | state. |
|---|
| 13 | 13 | | (b) The Geo-Technology Research Institute shall conduct a |
|---|
| 14 | 14 | | two-year study on the monitoring, prevention, and removal of |
|---|
| 15 | 15 | | floating trash and submit a report of the institute's findings to |
|---|
| 16 | 16 | | the 86th Legislature. The report must include: |
|---|
| 17 | 17 | | (1) summaries of statutes governing, entities |
|---|
| 18 | 18 | | responsible for, and practices for compliance with laws and |
|---|
| 19 | 19 | | policies governing the prevention and removal of floating trash; |
|---|
| 20 | 20 | | (2) a baseline database developed using available |
|---|
| 21 | 21 | | agency resources that contains information on the extent of |
|---|
| 22 | 22 | | floating trash, identifying the sources of and any gaps in the data |
|---|
| 23 | 23 | | contained in the database; |
|---|
| 24 | 24 | | (3) a list of model programs in this state and in other |
|---|
| 25 | 25 | | states for the prevention and removal of floating trash; |
|---|
| 26 | 26 | | (4) an assessment of the technical and economic |
|---|
| 27 | 27 | | feasibility of potential new programs for the prevention and |
|---|
| 28 | 28 | | removal of floating trash; and |
|---|
| 29 | 29 | | (5) recommendations for: |
|---|
| 30 | 30 | | (A) state and municipal goals for the prevention |
|---|
| 31 | 31 | | and removal of floating trash; |
|---|
| 32 | 32 | | (B) technical assistance required for achieving |
|---|
| 33 | 33 | | the goals listed in Paragraph (A); and |
|---|
| 34 | 34 | | (C) monitoring and outreach programs for the |
|---|
| 35 | 35 | | prevention and removal of floating trash. |
|---|
| 36 | 36 | | (c) The Geo-Technology Research Institute shall submit to |
|---|
| 37 | 37 | | the lieutenant governor and the speaker of the house of |
|---|
| 38 | 38 | | representatives the report described by Subsection (b) of this |
|---|
| 39 | 39 | | section not later than January 1, 2020. |
|---|
| 40 | 40 | | SECTION 2. EXPIRATION. This Act expires February 1, 2020. |

| 41 | 41 | | SECTION 3. EFFECTIVE DATE. This Act takes effect September |
|---|
| 42 | 42 | | 1, 2017. |
