55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the requirements of the Department of Family and
88 Protective Services strategic plan for prevention and early
99 intervention services.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 265.005, Family Code, is amended by
1212 amending Subsection (b) and adding Subsection (f) to read as
1313 follows:
1414 (b) A strategic plan required under this section must:
1515 (1) identify methods to leverage other sources of
1616 funding or provide support for existing community-based prevention
1717 efforts;
1818 (2) include a needs assessment that identifies
1919 programs to best target the needs of the highest risk populations
2020 and geographic areas;
2121 (3) identify the goals and priorities for the
2222 department's overall prevention efforts;
2323 (4) report the results of previous prevention efforts
2424 using available information in the plan;
2525 (5) identify additional methods of measuring program
2626 effectiveness and results or outcomes;
2727 (6) identify methods to collaborate with other state
2828 agencies on prevention efforts; [and]
2929 (7) identify specific strategies to implement the plan
3030 and to develop measures for reporting on the overall progress
3131 toward the plan's goals; and
3232 (8) include a growth strategy with the goal of
3333 increasing the number of families receiving prevention and early
3434 intervention services each year, subject to the availability of
3535 funds, with the initial goal of providing services to 50 percent of
3636 the highest risk families that are eligible to receive services
3737 through home visiting and community-based programs financed with
3838 federal, state, local, or private resources.
3939 (f) In this section, "highest risk family" means a family
4040 that has children five years of age or younger and whose family
4141 income is at or below 50 percent of the federal poverty level.
4242 SECTION 2. This Act takes effect September 1, 2017.
