The bill would amend the Water Code requiring groundwater conservation districts to consider modeled sustainable groundwater pumping in their proposed desired future conditions. The bill would take effect September 1, 2017. Local Government Impact According to the Goliad County Groundwater Conservation District and the Texas Alliance of Groundwater Districts, no significant fiscal impact is anticipated.
