The bill would amend the Local Government Code requiring municipalities to conduct a comprehensive plan every five years. The bill would require an environmental evaluation report be part of the comprehensive plan.The bill would take effect September 1, 2017.  Local Government Impact According to Texas Municipal League, the bill could have a significant fiscal impact on municipalities. The cost will vary by municipality. Most municipalities do not have the expertise on staff to perform the environmental evaluation so consultants will have to be hired to assist with the evaluation.
