| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 43.621(a), Parks and Wildlife Code, is |
|---|
| 12 | 12 | | amended to read as follows: |
|---|
| 13 | 13 | | (a) The department shall establish a program for the |
|---|
| 14 | 14 | | issuance of permits under this subchapter. In accordance with that |
|---|
| 15 | 15 | | program, the department shall [may] issue a permit for the |
|---|
| 16 | 16 | | management of the wild mule deer population to each applicant who |
|---|
| 17 | 17 | | satisfies the requirements for a permit. |
|---|
| 18 | 18 | | SECTION 2. (a) The Parks and Wildlife Department shall adopt |
|---|
| 19 | 19 | | rules to implement Section 43.621(a), Parks and Wildlife Code, as |
|---|
| 20 | 20 | | amended by this Act, not later than May 1, 2018. |
|---|
| 21 | 21 | | (b) A person is not required to hold a permit for the |
|---|
| 22 | 22 | | management of the wild mule deer population as required under |
|---|
| 23 | 23 | | Subchapter R-1, Chapter 43, Parks and Wildlife Code, before August |
|---|
| 24 | 24 | | 1, 2018. |
|---|
| 25 | 25 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 26 | 26 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 27 | 27 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 28 | 28 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 29 | 29 | | Act takes effect September 1, 2017. |
|---|
