Fiscal Analysis

The bill would require the Texas Education Agency (TEA) and the state's five regional day school programs for the deaf to develop, agree to, and adopt a memorandum of understanding related to performance evaluation requirements for accountability purposes.  The bill specifies that the memorandum of understanding should establish the method for developing and reevaluating a set of indicators of the quality of learning at regional day school programs for the deaf; the process for TEA to conduct and report on an annual evaluation of program performance on the indicators; the requirements for a program to publish, discuss, and disseminate an annual report on the program's educational performance; the process for TEA to conduct monitoring reviews; and the type of information a program would be required to provide through the Public Education Information Management System.

Methodology

The bill would result in costs for the Texas Education Agency associated with one additional Program Specialist VI needed to conduct annual evaluations and ongoing monitoring reviews and report on annual program performance in coordination with the five regional day school programs for the deaf.  The fiscal impact of the 1.0 FTE would be $72,789 each fiscal year in salaries and wages, $25,563 each fiscal year in benefits, and $1,092 each fiscal year in payroll contributions.  In addition, operating expenses are estimated at $16,000 in fiscal year 2018 and $8,000 annually thereafter.

Local Government Impact

The bill would result in costs for local education agencies to publish, discuss, and disseminate an annual report describing the educational performance of students in regional day school programs for the deaf.  In addition, fiscal agents in regional day school programs for the deaf may need to purchase additional assessments that meet the requirements of the bill; to hire additional assessment personnel to ensure that these assessments are administered appropriately; and to create, publish, and disseminate the reports.
