55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the definition of distinguished researcher for purposes
88 of the governor's university research initiative.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 62.161(1), Education Code, as added by
1111 Chapters 323 (S.B. 632) and 915 (H.B. 26), Acts of the 84th
1212 Legislature, Regular Session, 2015, is amended to read as follows:
1313 (1) "Distinguished researcher" means a researcher who
1414 is:
1515 (A) a Nobel laureate or the recipient of an
1616 equivalent honor; [or]
1717 (B) a member of a national honorific society,
1818 such as the National Academy of Sciences, the National Academy of
1919 Engineering, or the National Academy of Medicine, formerly known as
2020 the Institute of Medicine, or an equivalent honorific organization;
2121 or
2222 (C) the principal investigator for a research
2323 project or other research for which expenditures of at least $1
2424 million have been made for each of the preceding three years.
2525 SECTION 2. Section 62.161(2), Education Code, as added by
2626 Chapter 448 (H.B. 7), Acts of the 84th Legislature, Regular
2727 Session, 2015, is amended to read as follows:
2828 (2) "Distinguished researcher" means a researcher who
2929 is:
3030 (A) a Nobel laureate or the recipient of an
3131 equivalent honor; [or]
3232 (B) a member of a national honorific society,
3333 such as the National Academy of Sciences, the National Academy of
3434 Engineering, or the National Academy of Medicine, formerly known as
3535 the Institute of Medicine, or an equivalent honorific organization;
3636 or
3737 (C) the principal investigator for a research
3838 project or other research for which expenditures of at least $1
3939 million have been made for each of the preceding three years.
4040 SECTION 3. The changes in law made by this Act apply only to
4141 an application for receipt of a matching grant from the governor's
4242 university research initiative that is submitted on or after the
4343 effective date of this Act. An application for receipt of a
4444 matching grant from the governor's university research initiative
4545 that is submitted before the effective date of this Act is governed
4646 by the law in effect on the date the application is submitted, and
4747 the former law is continued in effect for that purpose.
4848 SECTION 4. This Act takes effect September 1, 2017.
