                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 21, 2017      TO: Honorable Byron Cook, Chair, House Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB3262 by Ortega (Relating to the authority to establish a customer assistance program for certain municipally owned utilities.), Committee Report 1st House, Substituted    No fiscal implication to the State is anticipated.  The bill would amend the Local Government Code relating to the establishment of a customer assistance program for certain municipally owned utilities. The bill would apply to municipalities located in counties with a population of 800,000 and located on an international border. The board of trustees of the utility would have authority to establish a payment assistance for customers who received a notice of disconnection of service for nonpayment or whom the utility determines are low-income customers. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.
