99 relating to the designation of a chief innovation and technology
1010 officer for the Department of Information Resources.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Chapter 2054, Government Code, is amended by
1313 adding Subchapter N to read as follows:
1414 SUBCHAPTER N. CHIEF INNOVATION AND TECHNOLOGY OFFICER
1515 Sec. 2054.481. APPOINTMENT. (a) The executive director
1616 shall designate an employee of the department as the chief
1717 innovation and technology officer for the department.
1818 (b) The chief innovation and technology officer shall work
1919 to establish this state as a new frontier for innovation and
2020 technology.
2121 Sec. 2054.482. DUTIES. The chief innovation and technology
2222 officer shall:
2323 (1) exchange information with other state
2424 governments, the federal government, and businesses regarding
2525 improvements to the use and performance of information resources;
2626 (2) develop methods to improve the experience of
2727 residents, businesses, and local governments in online
2828 interactions with state agencies;
2929 (3) ensure the strategic use of information resources
3030 by state agencies to serve residents in a convenient, efficient,
3131 effective, and economical manner;
3232 (4) improve the quality, speed, cost-effectiveness,
3333 and accessibility of services offered by state agencies by
3434 streamlining and expanding services available over the Internet;
3535 (5) examine inefficiencies and waste in information
3636 resources procurement and project development and management by
3737 state agencies to identify areas for improvement;
3838 (6) develop procedures and performance measures to
3939 improve efficiency and performance in the use of information
4040 resources by state agencies;
4141 (7) coordinate an effort by chief information officers
4242 of state agencies to improve the performance of major information
4343 resources projects;
4444 (8) receive necessary information from chief
4545 information officers of state agencies showing the comprehensive
4646 performance status of the agencies' major information resources
4747 projects; and
4848 (9) proactively monitor state agencies to meet the
4949 requirements described by this section.
5050 SECTION 2. As soon as practicable after the effective date
5151 of this Act, the executive director of the Department of
5252 Information Resources shall designate a chief innovation and
5353 technology officer as required by Section 2054.481, Government
5454 Code, as added by this Act.
5555 SECTION 3. This Act takes effect September 1, 2017.
