11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 12 | | SECTION 1. Chapter 2054, Government Code, is amended by |
---|
13 | 13 | | adding Subchapter N to read as follows: |
---|
14 | 14 | | SUBCHAPTER N. CHIEF INNOVATION AND TECHNOLOGY OFFICER |
---|
15 | 15 | | Sec. 2054.481. APPOINTMENT. (a) The executive director |
---|
16 | 16 | | shall designate an employee of the department as the chief |
---|
17 | 17 | | innovation and technology officer for the department. |
---|
18 | 18 | | (b) The chief innovation and technology officer shall work |
---|
19 | 19 | | to establish this state as a new frontier for innovation and |
---|
20 | 20 | | technology. |
---|
21 | 21 | | Sec. 2054.482. DUTIES. The chief innovation and technology |
---|
22 | 22 | | officer shall: |
---|
23 | 23 | | (1) exchange information with other state |
---|
24 | 24 | | governments, the federal government, and businesses regarding |
---|
25 | 25 | | improvements to the use and performance of information resources; |
---|
26 | 26 | | (2) develop methods to improve the experience of |
---|
27 | 27 | | residents, businesses, and local governments in online |
---|
28 | 28 | | interactions with state agencies; |
---|
29 | 29 | | (3) ensure the strategic use of information resources |
---|
30 | 30 | | by state agencies to serve residents in a convenient, efficient, |
---|
31 | 31 | | effective, and economical manner; |
---|
32 | 32 | | (4) improve the quality, speed, cost-effectiveness, |
---|
33 | 33 | | and accessibility of services offered by state agencies by |
---|
34 | 34 | | streamlining and expanding services available over the Internet; |
---|
35 | 35 | | (5) examine inefficiencies and waste in information |
---|
36 | 36 | | resources procurement and project development and management by |
---|
37 | 37 | | state agencies to identify areas for improvement; |
---|
38 | 38 | | (6) develop procedures and performance measures to |
---|
39 | 39 | | improve efficiency and performance in the use of information |
---|
40 | 40 | | resources by state agencies; |
---|
41 | 41 | | (7) coordinate an effort by chief information officers |
---|
42 | 42 | | of state agencies to improve the performance of major information |
---|
43 | 43 | | resources projects; |
---|
44 | 44 | | (8) receive necessary information from chief |
---|
45 | 45 | | information officers of state agencies showing the comprehensive |
---|
46 | 46 | | performance status of the agencies' major information resources |
---|
47 | 47 | | projects; and |
---|
48 | 48 | | (9) proactively monitor state agencies to meet the |
---|
49 | 49 | | requirements described by this section. |
---|
50 | 50 | | SECTION 2. As soon as practicable after the effective date |
---|
51 | 51 | | of this Act, the executive director of the Department of |
---|
52 | 52 | | Information Resources shall designate a chief innovation and |
---|
53 | 53 | | technology officer as required by Section 2054.481, Government |
---|
54 | 54 | | Code, as added by this Act. |
---|
55 | 55 | | SECTION 3. This Act takes effect September 1, 2017. |
