| 7 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 11 | | SECTION 1. Section 234.132, Local Government Code, as |

| 9 | 12 | | amended by Chapters 623 (S.B. 1210) and 1170 (S.B. 866), Acts of the |
|---|
| 10 | 13 | | 84th Legislature, Regular Session, 2015, is reenacted and amended |
|---|
| 11 | 14 | | to read as follows: |
|---|
| 12 | 15 | | Sec. 234.132. APPLICABILITY. This subchapter applies only |
|---|
| 13 | 16 | | to: |
|---|
| 14 | 17 | | (1) a county that has a population of less than 25,000, |
|---|
| 15 | 18 | | is adjacent to the Gulf of Mexico, and is within 50 miles of an |
|---|
| 16 | 19 | | international border; |
|---|
| 17 | 20 | | (2) a county that has a population of four million or |
|---|
| 18 | 21 | | more; |
|---|
| 19 | 22 | | (3) a county that is adjacent to the Gulf of Mexico and |
|---|
| 20 | 23 | | to a county that has a population of four million or more;[and] |
|---|
| 21 | 24 | | (4) a county located on the Texas-Mexico border that |
|---|
| 22 | 25 | | has a population of less than 300,000 and contains a municipality |
|---|
| 23 | 26 | | with a population of 200,000 or more; |
|---|
| 26 | 28 | | more and is adjacent to a county described by Subdivision (2); and |
|---|
| 27 | 29 | | (6) a county that has a population of not less than 1.8 |
|---|
| 28 | 30 | | million and that is adjacent to a county with a population of not |
|---|
| 29 | 31 | | less than 2.2 million. |
|---|
| 30 | 32 | | SECTION 2. To the extent of any conflict, this Act prevails |
|---|
| 31 | 33 | | over another Act of the 85th Legislature, Regular Session, 2017, |
|---|
| 32 | 34 | | relating to nonsubstantive additions to and corrections in enacted |
|---|
| 33 | 35 | | codes. |
|---|
| 34 | 36 | | SECTION 3. This Act takes effect September 1, 2017. |
