| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 1579.101, Insurance Code, is amended by |
|---|
| 10 | 10 | | adding Subsection (e) to read as follows: |
|---|
| 11 | 11 | | (e) The trustee shall offer a coverage plan that is at least |
|---|
| 12 | 12 | | as comprehensive as the plan designated as TRS ActiveCare 2 offered |
|---|
| 13 | 13 | | on January 1, 2017. |
|---|
| 14 | 14 | | SECTION 2. Subchapter F, Chapter 1579, Insurance Code, is |
|---|
| 15 | 15 | | amended by adding Sections 1579.2515 and 1579.256 to read as |
|---|
| 16 | 16 | | follows: |
|---|
| 17 | 17 | | Sec. 1579.2515. ADDITIONAL STATE ASSISTANCE. In addition |
|---|
| 18 | 18 | | to the amount contributed under Section 1579.251, the state shall |
|---|
| 19 | 19 | | assist employees of participating school districts, charter |
|---|
| 20 | 20 | | schools, regional education service centers, and educational |
|---|
| 21 | 21 | | districts described by Section 1579.002(5)(B) in the purchase of |
|---|
| 22 | 22 | | group health coverage under this chapter by providing for each |
|---|
| 23 | 23 | | covered employee: |
|---|
| 24 | 24 | | (1) for the 2017-2018 plan year, an amount not less |
|---|
| 25 | 25 | | than $900; |
|---|
| 26 | 26 | | (2) for the 2018-2019 plan year, an amount not less |
|---|
| 27 | 27 | | than $1,800; and |
|---|
| 28 | 28 | | (3) for the 2019-2020 plan year and each plan year |
|---|
| 29 | 29 | | thereafter, an amount not less than the lesser of: |
|---|
| 30 | 30 | | (A) the amount paid for each covered employee in |
|---|
| 31 | 31 | | the previous plan year plus $900; or |
|---|
| 32 | 32 | | (B) the amount that, when added to the minimum |
|---|
| 33 | 33 | | required contribution under Section 1579.251 by a participating |
|---|
| 34 | 34 | | entity, equals 70 percent of total contributions made for |
|---|
| 35 | 35 | | employee-only coverage under the plan described by Section |
|---|
| 36 | 36 | | 1579.101(e). |
|---|
| 37 | 37 | | Sec. 1579.256. BIENNIAL ESTIMATE. Not later than December |
|---|
| 38 | 38 | | 1 of each even-numbered year, the trustee shall submit to the |
|---|
| 39 | 39 | | Legislative Budget Board an estimate of the amount of contributions |
|---|
| 40 | 40 | | expected to be received for the coverage plan designated as TRS |
|---|
| 41 | 41 | | ActiveCare 2 for the next two fiscal years. |
|---|
| 42 | 42 | | SECTION 3. This Act applies beginning with the 2017-2018 |
|---|
| 43 | 43 | | plan year. |
|---|
| 44 | 44 | | SECTION 4. This Act takes effect September 1, 2017. |
