66 AN ACT
77 relating to the establishment of a legislative internship program.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter C, Chapter 61, Education Code, is
1010 amended by adding Section 61.09091 to read as follows:
1111 Sec. 61.09091. LEGISLATIVE INTERNSHIP PROGRAM. (a) The
1212 board shall establish and administer a legislative internship
1313 program under which each eligible student selected to participate
1414 in the program may earn six hours of academic credit toward the
1515 student's degree program and a $5,000 cost of living stipend for
1616 serving as a legislative intern for an office of a member of the
1717 legislature, a state agency, or a local governmental entity.
1818 (b) To participate in the legislative internship program, a
1919 student must:
2020 (1) apply for an internship in the manner prescribed
2121 by the board;
2222 (2) have completed at least 60 hours toward an
2323 undergraduate degree;
2424 (3) be enrolled at an institution of higher education;
2525 (4) demonstrate exceptional skills in writing,
2626 composition, and computer literacy; and
2727 (5) comply with other requirements established by the
2828 board under this section.
2929 (c) The board shall adopt rules for the administration of
3030 this section, including rules prescribing the procedure for the
3131 application by, and the selection of, students eligible to
3232 participate in the legislative internship program.
3333 (d) The board may accept gifts, grants, and donations for
3434 the purposes of this section.
3535 SECTION 2. This Act takes effect immediately if it receives
3636 a vote of two-thirds of all the members elected to each house, as
3737 provided by Section 39, Article III, Texas Constitution. If this
3838 Act does not receive the vote necessary for immediate effect, this
3939 Act takes effect September 1, 2017.
