| 7 | 7 | | relating to the establishment of a legislative internship program. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Subchapter C, Chapter 61, Education Code, is |
|---|
| 10 | 10 | | amended by adding Section 61.09091 to read as follows: |
|---|
| 11 | 11 | | Sec. 61.09091. LEGISLATIVE INTERNSHIP PROGRAM. (a) The |
|---|
| 12 | 12 | | board shall establish and administer a legislative internship |
|---|
| 13 | 13 | | program under which each eligible student selected to participate |
|---|
| 14 | 14 | | in the program may earn six hours of academic credit toward the |
|---|
| 15 | 15 | | student's degree program and a $5,000 cost of living stipend for |
|---|
| 16 | 16 | | serving as a legislative intern for an office of a member of the |
|---|
| 17 | 17 | | legislature, a state agency, or a local governmental entity. |
|---|
| 18 | 18 | | (b) To participate in the legislative internship program, a |
|---|
| 19 | 19 | | student must: |
|---|
| 20 | 20 | | (1) apply for an internship in the manner prescribed |
|---|
| 21 | 21 | | by the board; |
|---|
| 22 | 22 | | (2) have completed at least 60 hours toward an |
|---|
| 23 | 23 | | undergraduate degree; |
|---|
| 24 | 24 | | (3) be enrolled at an institution of higher education; |
|---|
| 25 | 25 | | (4) demonstrate exceptional skills in writing, |
|---|
| 26 | 26 | | composition, and computer literacy; and |
|---|
| 27 | 27 | | (5) comply with other requirements established by the |
|---|
| 28 | 28 | | board under this section. |
|---|
| 29 | 29 | | (c) The board shall adopt rules for the administration of |
|---|
| 30 | 30 | | this section, including rules prescribing the procedure for the |
|---|
| 31 | 31 | | application by, and the selection of, students eligible to |
|---|
| 32 | 32 | | participate in the legislative internship program. |
|---|
| 33 | 33 | | (d) The board may accept gifts, grants, and donations for |
|---|
| 34 | 34 | | the purposes of this section. |
|---|
| 35 | 35 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 36 | 36 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 37 | 37 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 38 | 38 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 39 | 39 | | Act takes effect September 1, 2017. |
