| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 61.059, Education Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (b-2) to read as follows: |
|---|
| 12 | 12 | | (b-2) In developing the formulas under this section for the |
|---|
| 13 | 13 | | allocation of state funds to public junior colleges, the board |
|---|
| 14 | 14 | | shall include appropriate base funding amounts for continuing |
|---|
| 15 | 15 | | education workforce courses offered by public junior colleges for |
|---|
| 16 | 16 | | which credit toward a certificate or associate's degree is not |
|---|
| 17 | 17 | | awarded, to the extent those courses are consistent with the role |
|---|
| 18 | 18 | | and mission of a public junior college and are designed to prepare |
|---|
| 19 | 19 | | students with skills necessary to attain external workforce |
|---|
| 20 | 20 | | credentials, including certifications and licenses, or employment |
|---|
| 21 | 21 | | in specific high-demand occupations, and regardless of whether the |
|---|
| 22 | 22 | | courses are part of a recognized sequence of courses that requires a |
|---|
| 23 | 23 | | specific number of contact hours. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2017. |
