66 AN ACT
77 relating to formula funding for continuing workforce education
88 courses offered by public junior colleges.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 61.059, Education Code, is amended by
1111 adding Subsection (b-2) to read as follows:
1212 (b-2) In developing the formulas under this section for the
1313 allocation of state funds to public junior colleges, the board
1414 shall include appropriate base funding amounts for continuing
1515 education workforce courses offered by public junior colleges for
1616 which credit toward a certificate or associate's degree is not
1717 awarded, to the extent those courses are consistent with the role
1818 and mission of a public junior college and are designed to prepare
1919 students with skills necessary to attain external workforce
2020 credentials, including certifications and licenses, or employment
2121 in specific high-demand occupations, and regardless of whether the
2222 courses are part of a recognized sequence of courses that requires a
2323 specific number of contact hours.
2424 SECTION 2. This Act takes effect immediately if it receives
2525 a vote of two-thirds of all the members elected to each house, as
2626 provided by Section 39, Article III, Texas Constitution. If this
2727 Act does not receive the vote necessary for immediate effect, this
2828 Act takes effect September 1, 2017.
