| 7 | 7 | | relating to a study by the Geo-Technology Research Institute on |

| 8 | 8 | | existing and potential programs to improve energy efficiency. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|---|
| 10 | 10 | | SECTION 1. STUDY. (a) In this section, "electric utility" |
|---|
| 11 | 11 | | includes: |
|---|
| 12 | 12 | | (1) an electric utility or retail electric provider, |
|---|
| 13 | 13 | | as defined by Section 31.002, Utilities Code; and |
|---|
| 14 | 14 | | (2) a municipally owned utility or electric |
|---|
| 15 | 15 | | cooperative, as defined by Section 11.003, Utilities Code. |
|---|
| 16 | 16 | | (b) The Geo-Technology Research Institute shall conduct a |
|---|
| 17 | 17 | | two-year study on existing and potential programs to improve energy |
|---|
| 18 | 18 | | efficiency in this state and submit a report of the institute's |
|---|
| 19 | 19 | | findings to the 86th Legislature. The report must include: |
|---|
| 20 | 20 | | (1) an estimated baseline for current building energy |
|---|
| 21 | 21 | | consumption in this state; |
|---|
| 22 | 22 | | (2) projections for future building energy |
|---|
| 23 | 23 | | consumption in this state; |
|---|
| 24 | 24 | | (3) analysis of methods used by other entities to |
|---|
| 25 | 25 | | evaluate energy efficiency programs sponsored or managed by |
|---|
| 26 | 26 | | electric utilities; |
|---|
| 27 | 27 | | (4) assessment of technical and economic feasibility |
|---|
| 28 | 28 | | of potential energy efficiency programs; and |
|---|
| 29 | 29 | | (5) analysis of energy efficiency goals established |
|---|
| 30 | 30 | | under Chapter 39, Utilities Code, including an evaluation of |
|---|
| 31 | 31 | | potential impacts of federal laws and policies on the goals, |
|---|
| 32 | 32 | | recommendations for revised goals, and projected consequences of |
|---|
| 33 | 33 | | the revised goals. |
|---|
| 34 | 34 | | (c) The Geo-Technology Research Institute shall submit to |
|---|
| 35 | 35 | | the lieutenant governor and the speaker of the house of |
|---|
| 36 | 36 | | representatives the report described by Subsection (b) of this |
|---|
| 37 | 37 | | section not later than January 1, 2020. |
|---|
| 38 | 38 | | SECTION 2. EXPIRATION. This Act expires February 1, 2020. |
|---|
| 39 | 39 | | SECTION 3. EFFECTIVE DATE. This Act takes effect September |
|---|
| 40 | 40 | | 1, 2017. |
