77 relating to required suicide prevention training for certain health
88 care practitioners.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 12, Health and Safety
1111 Code, is amended by adding Section 12.021 to read as follows:
1212 Sec. 12.021. SUICIDE PREVENTION TRAINING COURSES. (a) The
1313 department, in consultation with the state agency responsible for
1414 licensing and regulating the applicable profession, shall approve
1515 suicide prevention training courses for purposes of Sections
1616 156.060, 201.357, 204.158, 301.308, 453.255, 454.255, 501.305,
1717 502.304, 503.357, 504.207, and 505.406, Occupations Code.
1818 (b) A course approved under Subsection (a):
1919 (1) must include training in suicide screening and
2020 referral; and
2121 (2) may include, as applicable, training in:
2222 (A) suicide assessment, other than screening and
2323 referral;
2424 (B) suicide treatment; and
2525 (C) suicide management.
2626 SECTION 2. Subchapter B, Chapter 156, Occupations Code, is
2727 amended by adding Section 156.060 to read as follows:
2828 Sec. 156.060. SUICIDE PREVENTION TRAINING. (a) Each
2929 person licensed to practice medicine in this state shall complete
3030 one hour of suicide prevention training approved by the Department
3131 of State Health Services under Section 12.021, Health and Safety
3232 Code.
3333 (b) The board may not renew the registration permit of a
3434 license holder who does not complete the training required by this
3535 section.
3636 SECTION 3. Subchapter H, Chapter 201, Occupations Code, is
3737 amended by adding Section 201.357 to read as follows:
3838 Sec. 201.357. SUICIDE PREVENTION TRAINING. (a) A license
3939 holder shall complete one hour of suicide prevention training
4040 approved by the Department of State Health Services under Section
4141 12.021, Health and Safety Code.
4242 (b) The board may not renew the license of a license holder
4343 who has not completed the training required by this section.
4444 SECTION 4. Subchapter D, Chapter 204, Occupations Code, is
4545 amended by adding Section 204.158 to read as follows:
4646 Sec. 204.158. SUICIDE PREVENTION TRAINING. (a) A license
4747 holder shall complete one hour of suicide prevention training
4848 approved by the Department of State Health Services under Section
4949 12.021, Health and Safety Code.
5050 (b) The physician assistant board may not renew the license
5151 of a license holder who has not completed the training required by
5252 this section.
5353 SECTION 5. Subchapter G, Chapter 301, Occupations Code, is
5454 amended by adding Section 301.308 to read as follows:
5555 Sec. 301.308. SUICIDE PREVENTION TRAINING. (a) A license
5656 holder shall complete one hour of suicide prevention training
5757 approved by the Department of State Health Services under Section
5858 12.021, Health and Safety Code.
5959 (b) The board may not renew the license of a license holder
6060 who has not completed the training required by this section.
6161 SECTION 6. Subchapter F, Chapter 453, Occupations Code, is
6262 amended by adding Section 453.255 to read as follows:
6363 Sec. 453.255. SUICIDE PREVENTION TRAINING. (a) A license
6464 holder shall complete one hour of suicide prevention training
6565 approved by the Department of State Health Services under Section
6666 12.021, Health and Safety Code.
6767 (b) The board may not renew the license of a license holder
6868 who has not completed the training required by this section.
6969 SECTION 7. Subchapter F, Chapter 454, Occupations Code, is
7070 amended by adding Section 454.255 to read as follows:
7171 Sec. 454.255. SUICIDE PREVENTION TRAINING. (a) A license
7272 holder shall complete six hours of suicide prevention training
7373 approved by the Department of State Health Services under Section
7474 12.021, Health and Safety Code, in the six years preceding the date
7575 the license holder applies for renewal.
7676 (b) The board may not renew the license of a license holder
7777 who does not complete the training required by this section.
7878 (c) A license holder may complete the training required by
7979 this section:
8080 (1) as part of the continuing education program under
8181 Section 454.254; and
8282 (2) in more than one training session.
8383 SECTION 8. Subchapter G, Chapter 501, Occupations Code, is
8484 amended by adding Section 501.305 to read as follows:
8585 Sec. 501.305. SUICIDE PREVENTION TRAINING. (a) A license
8686 holder shall complete six hours of suicide prevention training
8787 approved by the Department of State Health Services under Section
8888 12.021, Health and Safety Code, in the six years preceding the date
8989 the license holder applies for renewal.
9090 (b) The board may not renew the license of a license holder
9191 who does not complete the training required by this section.
9292 (c) A license holder may complete the training required by
9393 this section:
9494 (1) as part of the continuing education program under
9595 Section 501.304; and
9696 (2) in more than one training session.
9797 SECTION 9. Subchapter G, Chapter 502, Occupations Code, is
9898 amended by adding Section 502.304 to read as follows:
9999 Sec. 502.304. SUICIDE PREVENTION TRAINING. (a) A license
100100 holder shall complete six hours of suicide prevention training
101101 approved by the department under Section 12.021, Health and Safety
102102 Code, in the six years preceding the date the license holder applies
103103 for renewal.
104104 (b) The board may not renew the license of a license holder
105105 who does not complete the training required by this section.
106106 (c) A license holder may complete the training required by
107107 this section:
108108 (1) as part of the continuing education program under
109109 Section 502.303; and
110110 (2) in more than one training session.
111111 SECTION 10. Section 503.351, Occupations Code, is amended
112112 to read as follows:
113113 Sec. 503.351. RENEWAL; ELIGIBILITY. A person licensed
114114 under this chapter may renew the license biennially if the person:
115115 (1) is not in violation of this chapter when the person
116116 applies for renewal; [and]
117117 (2) fulfills the continuing education requirements
118118 established by the board; and
119119 (3) fulfills the suicide prevention training
120120 requirement of Section 503.357, as applicable.
121121 SECTION 11. Subchapter H, Chapter 503, Occupations Code, is
122122 amended by adding Section 503.357 to read as follows:
123123 Sec. 503.357. SUICIDE PREVENTION TRAINING. (a) A license
124124 holder shall complete six hours of suicide prevention training
125125 approved by the department under Section 12.021, Health and Safety
126126 Code, in the six years preceding the date the license holder applies
127127 for renewal.
128128 (b) The board may not renew the license of a license holder
129129 who does not complete the training required by this section.
130130 (c) A license holder may complete the training required by
131131 this section:
132132 (1) as part of the continuing education program under
133133 Section 503.356; and
134134 (2) in more than one training session.
135135 SECTION 12. Section 504.202, Occupations Code, is amended
136136 to read as follows:
137137 Sec. 504.202. NOTICE OF LICENSE EXPIRATION AND REQUIREMENTS
138138 TO RENEW. Not later than the 31st day before the expiration date of
139139 a person's license, the department shall send to the license holder
140140 at the license holder's last known address according to department
141141 records written notice of:
142142 (1) the impending license expiration;
143143 (2) the amount of the renewal fee; [and]
144144 (3) any continuing education required to renew the
145145 license; and
146146 (4) the suicide prevention training required to renew
147147 the license, if applicable.
148148 SECTION 13. Subchapter E, Chapter 504, Occupations Code, is
149149 amended by adding Section 504.207 to read as follows:
150150 Sec. 504.207. SUICIDE PREVENTION TRAINING. (a) A license
151151 holder shall complete six hours of suicide prevention training
152152 approved by the department under Section 12.021, Health and Safety
153153 Code, in the six years preceding the date the license holder applies
154154 for renewal.
155155 (b) The department may not renew the license of a license
156156 holder who does not complete the training required by this section.
157157 (c) A license holder may complete the training required by
158158 this section:
159159 (1) as part of the continuing education program under
160160 Section 504.205; and
161161 (2) in more than one training session.
162162 SECTION 14. Subchapter H, Chapter 505, Occupations Code, is
163163 amended by adding Section 505.406 to read as follows:
164164 Sec. 505.406. SUICIDE PREVENTION TRAINING. (a) A license
165165 holder shall complete six hours of suicide prevention training
166166 approved by the department under Section 12.021, Health and Safety
167167 Code, in the six years preceding the date the license holder applies
168168 for renewal.
169169 (b) The board may not renew the license of a license holder
170170 who does not complete the training required by this section.
171171 (c) A license holder may complete the training required by
172172 this section:
173173 (1) as part of the continuing education program under
174174 Section 505.404; and
175175 (2) in more than one training session.
176176 SECTION 15. Not later than December 1, 2017, the Department
177177 of State Health Services shall approve suicide prevention training
178178 courses as required by Section 12.021, Health and Safety Code, as
179179 added by this Act.
180180 SECTION 16. The changes in law made by this Act apply only
181181 to the renewal of a license or registration permit on or after
182182 January 1, 2019.
183183 SECTION 17. This Act takes effect September 1, 2017.
