55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to staff development requirements for public school
88 educators regarding mental health and suicide prevention.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 21.451(d), Education Code, is amended to
1111 read as follows:
1212 (d) The staff development:
1313 (1) may include training in:
1414 (A) technology;
1515 (B) conflict resolution;
1616 (C) discipline strategies, including classroom
1717 management, district discipline policies, and the student code of
1818 conduct adopted under Section 37.001 and Chapter 37; and
1919 (D) preventing, identifying, responding to, and
2020 reporting incidents of bullying;
2121 (2) subject to Subsection (e) and to Section 21.3541
2222 and rules adopted under that section, must include training that is
2323 evidence-based [based on scientifically based research], as
2424 defined by Section 8101, Every Student Succeeds Act [9101, No Child
2525 Left Behind Act of 2001] (20 U.S.C. Section 7801), that:
2626 (A) relates to instruction of students with
2727 disabilities; and
2828 (B) is designed for educators who work primarily
2929 outside the area of special education; and
3030 (3) must include three hours of training about mental
3131 health issues, mental health care, and suicide prevention
3232 [training] that must be provided:
3333 (A) on an annual basis, as part of a new employee
3434 orientation, to all new school district and open-enrollment charter
3535 school educators; and
3636 (B) to existing school district and
3737 open-enrollment charter school educators on a schedule adopted by
3838 the agency by rule.
3939 SECTION 2. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2017.
