| 11 | 11 | Sec. 203.023. SUBSTANTIAL CHANGE IN LAYOUT OR FUNCTION. | |
| 12 | 12 | The commission by rule shall require a hearing for projects that | |
| 13 | 13 | substantially change the layout or function of a connecting roadway | |
| 14 | 14 | or an existing facility, including the addition of managed lanes, | |
| 15 | 15 | high-occupancy vehicle lanes, bicycle lanes, bus lanes, and transit | |
| 16 | 16 | lanes. | |
| 17 | 17 | SECTION 2. This Act takes effect immediately if it receives | |
| 18 | 18 | a vote of two-thirds of all the members elected to each house, as | |
| 19 | 19 | provided by Section 39, Article III, Texas Constitution. If this | |
| 20 | 20 | Act does not receive the vote necessary for immediate effect, this | |
| 21 | 21 | Act takes effect September 1, 2017. |
