66 AN ACT
77 relating to the application for funding for certain workforce
88 development programs.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter C, Chapter 302, Labor Code, is
1111 amended by adding Section 302.0465 to read as follows:
1212 Sec. 302.0465. DIRECT FUNDING APPLICATION. (a) The
1313 commission shall adopt a plan to allow nonprofit service providers
1414 to apply for funding directly from the commission if the local
1515 workforce development board is nonresponsive.
1616 (b) The plan adopted under this section may include an
1717 application for funding for:
1818 (1) job training programs funded under the Workforce
1919 Innovation and Opportunity Act (29 U.S.C. Section 3101 et seq.);
2020 (2) postsecondary vocational and technical job
2121 training programs that are not part of approved courses or programs
2222 that lead to licensing, certification, or an associate degree under
2323 Chapters 61, 130, and 135, Education Code, and Subchapter E,
2424 Chapter 88, Education Code;
2525 (3) adult education programs under Subchapter H,
2626 Chapter 29, Education Code;
2727 (4) employment services programs;
2828 (5) support services provided for recipients of
2929 financial assistance under Chapter 31, Human Resources Code; and
3030 (6) employment and training programs for recipients of
3131 supplemental nutrition assistance under Chapter 33, Human
3232 Resources Code.
3333 SECTION 2. As soon as practicable after the effective date
3434 of this Act, the Texas Workforce Commission shall adopt the rules
3535 necessary to implement Section 302.0465, Labor Code, as added by
3636 this Act.
3737 SECTION 3. This Act takes effect September 1, 2017.
