55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the mental health program for veterans.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 434.351, Government Code, is amended by
1010 adding Subdivision (2-a) to read as follows:
1111 (2-a) "Peer service coordinator" means a person who
1212 recruits and retains veterans, peers, and volunteers to participate
1313 in the mental health program for veterans and related activities.
1414 SECTION 2. Section 434.352(b), Government Code, is amended
1515 to read as follows:
1616 (b) For the mental health program for veterans, the
1717 commission shall:
1818 (1) provide training to peer service [volunteer]
1919 coordinators and peers in accordance with Section 434.353;
2020 (2) provide technical assistance to peer service
2121 [volunteer] coordinators and peers;
2222 (3) identify [recruit], train, and communicate with
2323 community-based licensed mental health professionals [therapists],
2424 community-based organizations, and faith-based organizations; and
2525 (4) coordinate services for justice involved
2626 veterans.
2727 SECTION 3. Section 434.353(a), Government Code, is amended
2828 to read as follows:
2929 (a) The commission shall develop and implement methods for
3030 providing peer service [volunteer] coordinator certification
3131 training to peer service [volunteer] coordinators, including
3232 providing training for initial certification and recertification
3333 and providing continuing education.
3434 SECTION 4. Section 1001.221, Health and Safety Code, is
3535 amended by adding Subdivision (1-a) to read as follows:
3636 (1-a) "Peer service coordinator" means a person who
3737 recruits and retains veterans, peers, and volunteers to participate
3838 in the mental health program for veterans and related activities.
3939 SECTION 5. Section 1001.222(a), Health and Safety Code, is
4040 amended to read as follows:
4141 (a) The department shall develop a mental health
4242 intervention program for veterans. The program must include:
4343 (1) peer-to-peer counseling;
4444 (2) access to licensed mental health professionals for
4545 peer service [volunteer] coordinators and peers;
4646 (3) training approved by the department for peer
4747 service coordinators, licensed mental health professionals, and
4848 peers;
4949 (4) technical assistance for peer service [volunteer]
5050 coordinators, licensed mental health professionals, and peers;
5151 (5) identification [grants to regional and local
5252 organizations providing services under this subchapter;
5353 [(6) recruitment], retention, and screening of
5454 community-based licensed mental health professionals [therapists];
5555 (6) [(7)] suicide prevention training for peer
5656 service [volunteer] coordinators and peers; and
5757 (7) [(8)] veteran jail diversion services, including
5858 veterans treatment courts.
5959 SECTION 6. Section 1001.224, Health and Safety Code, is
6060 amended to read as follows:
6161 Sec. 1001.224. ANNUAL REPORT. Not later than December 1 of
6262 each year, the department shall submit a report to the governor and
6363 the legislature that includes:
6464 (1) the number of veterans who received services
6565 through the mental health program for veterans;
6666 (2) the number of peers and peer service [volunteer]
6767 coordinators trained;
6868 (3) [a summary of the grants awarded and services
6969 provided through those grants;
7070 [(4)] an evaluation of the services provided under
7171 this subchapter; and
7272 (4) [(5)] recommendations for program improvements.
7373 SECTION 7. The following laws are repealed:
7474 (1) Section 434.351(4), Government Code;
7575 (2) Section 1001.221(3), Health and Safety Code; and
7676 (3) Section 1001.223, Health and Safety Code.
7777 SECTION 8. This Act takes effect September 1, 2017.
