| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Chapter 559, Government Code, is amended by |
|---|
| 9 | 9 | | adding new section 559.006: |
|---|
| 10 | 10 | | Section 559.006. COMMISSIONS FOR EFFECTIVE RESOURCE |
|---|
| 11 | 11 | | ALLOCATION. |
|---|
| 12 | 12 | | (1) To facilitate organization, operation, powers, |
|---|
| 13 | 13 | | regulation, and management of state departments, agencies, and |
|---|
| 14 | 14 | | institutions the commissions for effective resource allocation is |
|---|
| 15 | 15 | | hereby established. |
|---|
| 16 | 16 | | SECTION 2. Chapter 403, Government Code, is amended by |
|---|
| 17 | 17 | | adding new section: |
|---|
| 18 | 18 | | Section 403.500. EFFICIENCY. |
|---|
| 19 | 19 | | (1) To help eliminate inefficiencies in the provision of |
|---|
| 20 | 20 | | state services the comptroller shall implement new systems as |
|---|
| 21 | 21 | | necessary. |
|---|
| 22 | 22 | | SECTION 3. Chapter 552, Government Code, is amended by |
|---|
| 23 | 23 | | adding new section 552.400: |
|---|
| 24 | 24 | | Section 552.400. OPEN GOVERNMENT RULES. |
|---|
| 25 | 25 | | (1) New rules for open government, including open records |
|---|
| 26 | 26 | | and open meetings shall be adopted by the ethics commission. |
|---|
| 27 | 27 | | SECTION 4. Chapter 2111, Government Code, is amended by |
|---|
| 28 | 28 | | adding new section 2111.003: |
|---|
| 29 | 29 | | Section 2111.003. ADVANCEMENT IN SCIENCE AND TECHNOLOGY. |
|---|
| 30 | 30 | | (1) State agencies, including institutions of higher |
|---|
| 31 | 31 | | education, shall take advantage of advances in science and |
|---|
| 32 | 32 | | technology, including telecommunications, electronic technology, |
|---|
| 33 | 33 | | and automated data processing. |
|---|
| 34 | 34 | | SECTION 5. Chapter 2111, Government Code, is amended by |
|---|
| 35 | 35 | | adding new section 2111.004: |
|---|
| 36 | 36 | | Section 2111.004. ADVISORY COMMITTEE. |
|---|
| 37 | 37 | | (1) The advisory committee for the promotion within the |
|---|
| 38 | 38 | | state of an advance as described by Section (4) is hereby |
|---|
| 39 | 39 | | established. |
|---|
| 40 | 40 | | SECTION 6. Chapter 403, Government Code, is amended by |
|---|
| 41 | 41 | | adding new section 403.501: |
|---|
| 42 | 42 | | Section 403.501. RESOURCE ALLOCATI |
|---|
| 43 | 43 | | ON. |
|---|
| 44 | 44 | | (1) The comptroller and the commissioner of effective |
|---|
| 45 | 45 | | resource allocation shall adopt rules to assure cooperation between |
|---|
| 46 | 46 | | the state and local government entities and between the |
|---|
| 47 | 47 | | scientific/technology community, private businesses and |
|---|
| 48 | 48 | | institutions of higher education including federal government |
|---|
| 49 | 49 | | laboratories. And; for cybersecurity. |
|---|
| 50 | 50 | | SECTION 7. Chapter 490, Government Code, is amended by |
|---|
| 51 | 51 | | adding new section 490.200: |
|---|
| 52 | 52 | | Section 490.200. SUNSET ADVISORY COMMISSION RULES. |
|---|
| 53 | 53 | | (1) Sunset Advisory Commission shall adopt rules to achieve |
|---|
| 54 | 54 | | the objectives herein. |
|---|
| 55 | 55 | | SECTION 8. This Act takes effect September 1, 2017. |
