5	11		relating to the timing of the expiration of water quality permits.
6	12		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
7	13		SECTION 1. Section 26.0135(d), Water Code, is amended to
8	14		read as follows:
9	15		(d) As required [In the appropriate year of the cycle
10	16		provided] by commission rules [adopted to implement Section
11	17		26.0285], each river authority shall submit a written summary
12	18		report to the commission, State Soil and Water Conservation Board,
13	19		and Parks and Wildlife Department on the water quality assessment
14	20		of the authority's watershed. The summary report must identify
15	21		concerns relating to the watershed or bodies of water, including an
16	22		identification of bodies of water with impaired or potentially
17	23		impaired uses, the cause and possible source of use impairment, and
18	24		recommended actions the commission may take to address those
19	25		concerns. The summary report must discuss the public benefits from
20	26		the water quality monitoring and assessment program, including
21	27		efforts to increase public input in activities related to water
22	28		quality and the effectiveness of targeted monitoring in assisting
23	29		the permitting process. A river authority shall submit a summary
24	30		report after the report has been approved by the basin steering
25	31		committee and coordinated with the public and the commission. A
26	32		river authority shall hold basin steering committee meetings and
27	33		shall invite users of water and wastewater permit holders in the
28	34		watershed who pay fees under Section 26.0291 to review the draft of
29	35		the work plans and summary report. A river authority shall inform
30	36		those parties of the availability and location of the summary
31	37		report for inspection and shall solicit input from those parties
32	38		concerning their satisfaction with or suggestions for modification
33	39		of the summary report for the watershed, the operation or
34	40		effectiveness of the watershed monitoring and assessment program
35	41		authorized by this section, and the adequacy, use, or equitable
36	42		apportionment of the program's costs and funds. A river authority
37	43		shall summarize all comments received from persons who pay fees
38	44		under Section 26.0291 and from steering committee members and shall
39	45		submit the report and the summaries to the governor, the lieutenant
40	46		governor, and the speaker of the house of representatives not later
41	47		than the 90th day after the date the river authority submits the
42	48		summary report to the commission and other agencies.
43	49		SECTION 2. Section 26.0285, Water Code, is repealed.
44	50		SECTION 3. This Act takes effect September 1, 2017.
