77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Subchapter A, Chapter 41, Election Code, is
99 amended by adding Section 41.003 to read as follows:
1010 Sec. 41.003. SINGLE UNIFORM ELECTION DATE STUDY. (a) No
1111 later than January 1, 2018, the secretary of state shall conduct a
1212 study and report to the standing committees of the legislature with
1313 jurisdiction over election procedures recommendations regarding
1414 the feasibility of implementing a single uniform election held in
1515 November. The study shall include an explanation and investigation
1616 of:
1717 (1) the experience of jurisdictions, including other
1818 states, that have implemented this practice;
1919 (2) the anticipated cost expenditures or savings to
2020 the state and counties upon implementation of this practice; and
2121 (3) the anticipated increase or decrease in voter
2222 turnout upon implementation of this practice.
2323 (b) This section expires September 1, 2018.
2424 SECTION 2. This Act takes effect immediately if it receives
2525 a vote of two-thirds of all the members elected to each house, as
2626 provided by Section 39, Article III, Texas Constitution. If this
2727 Act does not receive the vote necessary for immediate effect, this
2828 Act takes effect September 1, 2017.
