| 7 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 8 | 8 | | SECTION 1. Subchapter A, Chapter 41, Election Code, is |
|---|
| 9 | 9 | | amended by adding Section 41.003 to read as follows: |
|---|
| 10 | 10 | | Sec. 41.003. SINGLE UNIFORM ELECTION DATE STUDY. (a) No |
|---|
| 11 | 11 | | later than January 1, 2018, the secretary of state shall conduct a |
|---|
| 12 | 12 | | study and report to the standing committees of the legislature with |
|---|
| 13 | 13 | | jurisdiction over election procedures recommendations regarding |
|---|
| 14 | 14 | | the feasibility of implementing a single uniform election held in |
|---|
| 15 | 15 | | November. The study shall include an explanation and investigation |
|---|
| 16 | 16 | | of: |
|---|
| 17 | 17 | | (1) the experience of jurisdictions, including other |
|---|
| 18 | 18 | | states, that have implemented this practice; |
|---|
| 19 | 19 | | (2) the anticipated cost expenditures or savings to |
|---|
| 20 | 20 | | the state and counties upon implementation of this practice; and |
|---|
| 21 | 21 | | (3) the anticipated increase or decrease in voter |
|---|
| 22 | 22 | | turnout upon implementation of this practice. |
|---|
| 23 | 23 | | (b) This section expires September 1, 2018. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2017. |
