| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 18.061, Election Code, is amended by |
|---|
| 11 | 11 | | adding Subsections (f), (g), and (h) to read as follows: |
|---|
| 12 | 12 | | (f) The secretary of state may contract with an entity that |
|---|
| 13 | 13 | | utilizes secure data to verify change of address information for |
|---|
| 14 | 14 | | the purpose of managing the statewide computerized voter |
|---|
| 15 | 15 | | registration list. |
|---|
| 16 | 16 | | (g) The secretary of state may make verified clerical |
|---|
| 17 | 17 | | changes to the statewide computerized voter registration list based |
|---|
| 18 | 18 | | on information received under this subchapter in a manner that |
|---|
| 19 | 19 | | produces the least possible impact on the voters in this state and |
|---|
| 20 | 20 | | fulfills the secretary of state's responsibility to manage the |
|---|
| 21 | 21 | | voter rolls. The secretary of state shall send notice of any |
|---|
| 22 | 22 | | clerical changes to the voter registrar of the counties considered |
|---|
| 23 | 23 | | appropriate by the secretary. |
|---|
| 24 | 24 | | (h) The secretary of state may adopt rules and prescribe |
|---|
| 25 | 25 | | procedures for the implementation of this section. |
|---|
| 26 | 26 | | SECTION 2. Section 18.062, Election Code, is amended by |
|---|
| 27 | 27 | | adding Subsection (c) to read as follows: |
|---|
| 28 | 28 | | (c) For the voter registration purposes of participating in |
|---|
| 29 | 29 | | a system developed under this section, the secretary of state may |
|---|
| 30 | 30 | | disclose voter information, including a voter's date of birth and |
|---|
| 31 | 31 | | the last four digits of a voter's social security number. |
|---|
| 32 | 32 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 33 | 33 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 34 | 34 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 35 | 35 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 36 | 36 | | Act takes effect September 1, 2017. |
