55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the maintenance of the statewide voter registration
88 list.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 18.061, Election Code, is amended by
1111 adding Subsections (f), (g), and (h) to read as follows:
1212 (f) The secretary of state may contract with an entity that
1313 utilizes secure data to verify change of address information for
1414 the purpose of managing the statewide computerized voter
1515 registration list.
1616 (g) The secretary of state may make verified clerical
1717 changes to the statewide computerized voter registration list based
1818 on information received under this subchapter in a manner that
1919 produces the least possible impact on the voters in this state and
2020 fulfills the secretary of state's responsibility to manage the
2121 voter rolls. The secretary of state shall send notice of any
2222 clerical changes to the voter registrar of the counties considered
2323 appropriate by the secretary.
2424 (h) The secretary of state may adopt rules and prescribe
2525 procedures for the implementation of this section.
2626 SECTION 2. Section 18.062, Election Code, is amended by
2727 adding Subsection (c) to read as follows:
2828 (c) For the voter registration purposes of participating in
2929 a system developed under this section, the secretary of state may
3030 disclose voter information, including a voter's date of birth and
3131 the last four digits of a voter's social security number.
3232 SECTION 3. This Act takes effect immediately if it receives
3333 a vote of two-thirds of all the members elected to each house, as
3434 provided by Section 39, Article III, Texas Constitution. If this
3535 Act does not receive the vote necessary for immediate effect, this
3636 Act takes effect September 1, 2017.
