 A BILL TO BE ENTITLED
 AN ACT
 relating to the establishment of a state secondary Internet website
 domain name server.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Subchapter H, Chapter 418, Government Code, is
 amended by adding Section 418.193 to read as follows:
 Sec. 418.193.  SECONDARY INTERNET WEBSITE DOMAIN NAME
 SERVER. (a)  In this section, "domain name server" means a server
 connected to the Internet that acts as a directory of Internet
 website domain names and the websites' corresponding Internet
 Protocol (IP) addresses and that translates between the domain name
 and IP address to allow an individual to search for an Internet
 website by domain name.
 (b)  The Texas Higher Education Coordinating Board shall
 select an appropriate department or entity of an institution of
 higher education, as defined by Section 61.003, Education Code, to
 develop and build a secondary Internet website domain name server.
 (c)  The governor is responsible for managing the operations
 of the secondary Internet website domain name server and may
 contract with a third party to maintain and manage the operations of
 the domain name server.
 (d)  The governor may deploy the domain name server at the
 governor's discretion.
 SECTION 2.  (a) As soon as practicable after the effective
 date of this Act, the Texas Higher Education Coordinating Board
 shall select a department or entity of an institution of higher
 education to develop and build a secondary Internet website domain
 name server, as described by Section 418.193, Government Code, as
 added by this Act.
 (b)  The department or entity of an institution of higher
 education selected by the Texas Higher Education Coordinating
 Board, as described by Subsection (a) of this section, shall
 complete building the domain name server not later than December
 31, 2018.
 SECTION 3.  This Act takes effect September 1, 2017.
