| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 305.003, Government Code, is amended by |
|---|
| 11 | 11 | | adding Subsection (d) to read as follows: |
|---|
| 12 | 12 | | (d) A person must register with the commission under this |
|---|
| 13 | 13 | | chapter if the person makes political contributions, as defined by |
|---|
| 14 | 14 | | Section 251.001, Election Code, to a candidate in the preceding |
|---|
| 15 | 15 | | calendar year that in the aggregate exceed $10,000. For purposes of |
|---|
| 16 | 16 | | this chapter, the candidate to whom the person made contributions |
|---|
| 17 | 17 | | is considered to be the member of the executive or legislative |
|---|
| 18 | 18 | | branch with whom the person communicated, and the matters that must |
|---|
| 19 | 19 | | be disclosed are any matters about which the person communicates |
|---|
| 20 | 20 | | with the candidate. This subsection does not apply to a political |
|---|
| 21 | 21 | | committee that files reports under Chapter 254, Election Code. The |
|---|
| 22 | 22 | | commission shall adopt rules to implement this subsection. |

| 23 | 23 | | SECTION 2. For purposes of Section 305.003(d), Government |
|---|
| 24 | 24 | | Code, as added by this Act, political contributions made before the |
|---|
| 25 | 25 | | effective date of this Act are not aggregated with political |
|---|
| 26 | 26 | | contributions made on or after the effective date of this Act. |
|---|
| 27 | 27 | | SECTION 3. This Act takes effect September 1, 2017. |
