| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 43.0751, Local Government Code, is |
|---|
| 11 | 11 | | amended by adding Subsection (q-1) to read as follows: |
|---|
| 12 | 12 | | (q-1) Except as provided by this subsection, the qualified |
|---|
| 13 | 13 | | voters of a district any part of which is annexed for limited |
|---|
| 14 | 14 | | purposes under a strategic partnership under this section are |
|---|
| 15 | 15 | | entitled to vote in municipal elections as provided by Section |
|---|
| 16 | 16 | | 43.130. If the district includes area located in more than one |
|---|
| 17 | 17 | | municipality, a qualified voter of a district is not entitled to |
|---|
| 18 | 18 | | vote in municipal elections under this subsection if the voter is a |
|---|
| 19 | 19 | | resident of a municipality other than the municipality subject to |
|---|
| 20 | 20 | | the strategic partnership agreement. A resident of a district any |
|---|
| 21 | 21 | | part of which is annexed for limited purposes under this section is |
|---|
| 22 | 22 | | not eligible to be a candidate for or to be elected to a municipal |
|---|
| 23 | 23 | | office. |
|---|
| 24 | 24 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 25 | 25 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 26 | 26 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 27 | 27 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 28 | 28 | | Act takes effect September 1, 2017. |
