| 17 | 17 | SECTION 2. This Act takes effect September 1, 2017, but only | |
| 18 | 18 | if it receives a vote of two-thirds of the members present in each | |
| 19 | 19 | house of the legislature, as provided by Section 49-g(m), Article | |
| 20 | 20 | III, Texas Constitution. |
