5	5		AN ACT
6	6		relating to a public school campus's election under a campus
7	7		turnaround plan to operate as a community school.
8	8		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9		SECTION 1. Section 39.107, Education Code, is amended by
10	10		adding Subsections (b-13), (b-14) and (b-15) to read as follows:
11	11		(b-13) A campus turnaround plan developed under this
12	12		section may permit a campus to operate as a community school. A
13	13		plan to operate as a community school must include, in addition to
14	14		the other requirements of this section, strategies and programs to
15	15		coordinate academic, social, and health services and reduce
16	16		barriers to learning through partnerships and service
17	17		coordination.
18	18		(b-14) Programs and services offered by a campus operating
19	19		as a community school under a campus turnaround plan may include:
20	20		(1) early childhood education;
21	21		(2) after-school and summer school academic and
22	22		enrichment programs;
23	23		(3) college and career preparation;
24	24		(4) service learning opportunities, such as
25	25		internships and community service programs;
26	26		(5) leadership and mentoring programs;
27	27		(6) activities to encourage community and parent
28	28		engagement in students' education;
29	29		(7) health and social services for students and their
30	30		families; and
31	31		(8) parenting classes.
32	32		(b-15) A campus that elects to operate as a community school
33	33		under a campus turnaround plan must:
34	34		(1) establish a school community partnership team,
35	35		composed of the members required for a campus-level planning and
36	36		decision-making committee under Section 11.251 and additional
37	37		community representatives, to coordinate with the campus
38	38		intervention team for the campus;
39	39		(2) establish a partnership with a lead organization
40	40		that has experience in developing and implementing a community
41	41		school plan; and
42	42		(3) designate a school district employee or an
43	43		employee of an organization with experience in developing and
44	44		implementing a community school plan as the community school
45	45		coordinator for the campus, whose duties must include the
46	46		recruitment and coordination of services from community partners.
47	47		(4) develop a community school plan that satisfies the
48	48		requirements for a campus improvement plan under Section 11.253;
49	49		and
50	50		(5) gain approval for the community school plan from:
51	51		(A) at least 75 percent of campus faculty and
52	52		staff and 75 percent of parents of students enrolled at the school;
53	53		and
54	54		(B) the board of trustees of the school district
55	55		in which the school is located.
56	56		SECTION 2. Section 39.107, Education Code, is amended by
57	57		adding Subsection (s) to read as follows:
58	58		(s) The commissioner may not order the closure of a campus
59	59		under this section without giving the campus the opportunity to
60	60		operate as a community school under a campus turnaround plan and at
61	61		least two years to implement the campus's community school plan.
62	62		SECTION 3. This Act takes effect immediately if it receives
63	63		a vote of two-thirds of all the members elected to each house, as
64	64		provided by Section 39, Article III, Texas Constitution. If this
65	65		Act does not receive the vote necessary for immediate effect, this
66	66		Act takes effect September 1, 2017.
