44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to a public school campus's election under a campus
77 turnaround plan to operate as a community school.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 39.107, Education Code, is amended by
1010 adding Subsections (b-13), (b-14) and (b-15) to read as follows:
1111 (b-13) A campus turnaround plan developed under this
1212 section may permit a campus to operate as a community school. A
1313 plan to operate as a community school must include, in addition to
1414 the other requirements of this section, strategies and programs to
1515 coordinate academic, social, and health services and reduce
1616 barriers to learning through partnerships and service
1717 coordination.
1818 (b-14) Programs and services offered by a campus operating
1919 as a community school under a campus turnaround plan may include:
2020 (1) early childhood education;
2121 (2) after-school and summer school academic and
2222 enrichment programs;
2323 (3) college and career preparation;
2424 (4) service learning opportunities, such as
2525 internships and community service programs;
2626 (5) leadership and mentoring programs;
2727 (6) activities to encourage community and parent
2828 engagement in students' education;
2929 (7) health and social services for students and their
3030 families; and
3131 (8) parenting classes.
3232 (b-15) A campus that elects to operate as a community school
3333 under a campus turnaround plan must:
3434 (1) establish a school community partnership team,
3535 composed of the members required for a campus-level planning and
3636 decision-making committee under Section 11.251 and additional
3737 community representatives, to coordinate with the campus
3838 intervention team for the campus;
3939 (2) establish a partnership with a lead organization
4040 that has experience in developing and implementing a community
4141 school plan; and
4242 (3) designate a school district employee or an
4343 employee of an organization with experience in developing and
4444 implementing a community school plan as the community school
4545 coordinator for the campus, whose duties must include the
4646 recruitment and coordination of services from community partners.
4747 (4) develop a community school plan that satisfies the
4848 requirements for a campus improvement plan under Section 11.253;
4949 and
5050 (5) gain approval for the community school plan from:
5151 (A) at least 75 percent of campus faculty and
5252 staff and 75 percent of parents of students enrolled at the school;
5353 and
5454 (B) the board of trustees of the school district
5555 in which the school is located.
5656 SECTION 2. Section 39.107, Education Code, is amended by
5757 adding Subsection (s) to read as follows:
5858 (s) The commissioner may not order the closure of a campus
5959 under this section without giving the campus the opportunity to
6060 operate as a community school under a campus turnaround plan and at
6161 least two years to implement the campus's community school plan.
6262 SECTION 3. This Act takes effect immediately if it receives
6363 a vote of two-thirds of all the members elected to each house, as
6464 provided by Section 39, Article III, Texas Constitution. If this
6565 Act does not receive the vote necessary for immediate effect, this
6666 Act takes effect September 1, 2017.
