| 6 | 6 | | relating to the approval and modification of a campus turnaround |

| 7 | 7 | | plan submitted by a school district. |

| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 39.107, Education Code, is amended by |
|---|
| 10 | 10 | | adding Subsections (b-10), (b-11), and (b-12) to read as follows: |
|---|
| 11 | 11 | | (b-10) Not later than June 15 of each year, the commissioner |
|---|
| 12 | 12 | | shall, in writing, either approve or reject any campus turnaround |
|---|
| 13 | 13 | | plan prepared and submitted to the commissioner by a district. If |
|---|
| 14 | 14 | | the commissioner rejects a campus turnaround plan, the commissioner |
|---|
| 15 | 15 | | must also send the district an outline of the specific concerns |
|---|
| 16 | 16 | | regarding the turnaround plan that resulted in the rejection. |
|---|
| 17 | 17 | | (b-11) If the commissioner rejects a campus turnaround |
|---|
| 18 | 18 | | plan, the district must submit a modified plan to the commissioner |
|---|
| 19 | 19 | | for approval not later than September 1. |
|---|
| 20 | 20 | | (b-12) If the agency assists or offers assistance to a |
|---|
| 21 | 21 | | district in modifying a campus turnaround plan following a |
|---|
| 22 | 22 | | rejection under Subsection (b-10), the agency may only require |
|---|
| 23 | 23 | | participation by the district in initiatives that directly relate |
|---|
| 24 | 24 | | to a concern raised in regard to the rejected campus turnaround plan |
|---|
| 25 | 25 | | that was identified by the commissioner under Subsection (b- |
|---|
| 26 | 26 | | 10). |
|---|
| 27 | 27 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 28 | 28 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 29 | 29 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 30 | 30 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 31 | 31 | | Act takes effect September 1, 2017. |
