44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the approval and modification of a campus turnaround
77 plan submitted by a school district.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 39.107, Education Code, is amended by
1010 adding Subsections (b-10), (b-11), and (b-12) to read as follows:
1111 (b-10) Not later than June 15 of each year, the commissioner
1212 shall, in writing, either approve or reject any campus turnaround
1313 plan prepared and submitted to the commissioner by a district. If
1414 the commissioner rejects a campus turnaround plan, the commissioner
1515 must also send the district an outline of the specific concerns
1616 regarding the turnaround plan that resulted in the rejection.
1717 (b-11) If the commissioner rejects a campus turnaround
1818 plan, the district must submit a modified plan to the commissioner
1919 for approval not later than September 1.
2020 (b-12) If the agency assists or offers assistance to a
2121 district in modifying a campus turnaround plan following a
2222 rejection under Subsection (b-10), the agency may only require
2323 participation by the district in initiatives that directly relate
2424 to a concern raised in regard to the rejected campus turnaround plan
2525 that was identified by the commissioner under Subsection (b-
2626 10).
2727 SECTION 2. This Act takes effect immediately if it receives
2828 a vote of two-thirds of all the members elected to each house, as
2929 provided by Section 39, Article III, Texas Constitution. If this
3030 Act does not receive the vote necessary for immediate effect, this
3131 Act takes effect September 1, 2017.
