68 relating to trauma training for public school personnel.
79 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
810 SECTION 1. Section 161.325, Health and Safety Code, is
9- amended by adding Subsection (b-1) and amending Subsection (c-1) to
10- read as follows:
11+ amended by adding Subsections (b-1), (c-3), and (c-4) and amending
12+ Subsection (c-1) to read as follows:
1113 (b-1) The programs on the list must include components that
1214 provide for training counselors, teachers, nurses, administrators,
1315 and other staff, as well as law enforcement officers and social
1416 workers who regularly interact with students, to:
1517 (1) recognize students displaying signs of physical or
1618 emotional trauma; and
1719 (2) intervene effectively with students described by
1820 Subdivision (1) by providing the written explanation required under
1921 Section 26.0081(c), Education Code, and notice and referral to a
2022 parent or guardian so appropriate action, such as seeking mental
2123 health or substance abuse services, may be taken by the parent or
2224 guardian.
2325 (c-1) Except as otherwise provided by this subsection, each
2426 school district shall provide training described in the components
2527 set forth under Subsections [Subsection] (b) and (b-1) for
2628 teachers, counselors, principals, and all other appropriate
2729 personnel. A school district is required to provide the training at
2830 an elementary school campus only to the extent that sufficient
2931 funding and programs are available. A school district may
3032 implement a program on the list to satisfy the requirements of this
3133 subsection.
3234 SECTION 2. This Act takes effect September 1, 2017.
