44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to the duties and continuation of the Maternal Mortality
77 and Morbidity Task Force.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 34.005, Health and Safety Code, is
1010 amended to read as follows:
1111 Sec. 34.005. DUTIES OF TASK FORCE. The task force shall:
1212 (1) study and review:
1313 (A) cases of pregnancy-related deaths; and
1414 (B) trends, rates, or disparities in maternal
1515 mortality and in severe maternal morbidity;
1616 (2) determine the feasibility of the task force
1717 studying cases of severe maternal morbidity; and
1818 (3) make recommendations to help reduce the incidence
1919 of pregnancy-related deaths and severe maternal morbidity in this
2020 state.
2121 SECTION 2. Section 34.007, Health and Safety Code, is
2222 amended to read as follows:
2323 Sec. 34.007. SELECTION AND REVIEW OF CASES. (a) The
2424 department shall determine a statistically significant number of
2525 cases of pregnancy-related deaths for review. The department shall
2626 [randomly] select either some or all cases for the task force to
2727 review under this subsection to reflect a cross-section of
2828 pregnancy-related deaths in this state.
2929 (b) The department shall statistically analyze aggregate
3030 data of maternal mortality and severe maternal morbidity in this
3131 state to identify any trends, rates, or disparities.
3232 (c) If feasible, the department may select cases of severe
3333 maternal morbidity for review. In selecting cases under this
3434 subsection, the department shall randomly select cases for the task
3535 force to review to reflect trends identified under Subsection (b).
3636 SECTION 3. Section 34.018, Health and Safety Code, is
3737 amended to read as follows:
3838 Sec. 34.018. SUNSET PROVISION. The task force is subject to
3939 Chapter 325, Government Code (Texas Sunset Act). Unless continued
4040 in existence as provided by that chapter, the task force is
4141 abolished and this chapter expires September 1, 2023 [2019].
4242 SECTION 4. This Act takes effect September 1, 2017.
