99 relating to higher education curriculum review teams to review
1010 public school curriculum standards for college readiness purposes.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1313 amended by adding Section 28.0025 to read as follows:
1414 Sec. 28.0025. HIGHER EDUCATION CURRICULUM REVIEW TEAMS.
1515 (a) In this section:
1616 (1) "Board" means the State Board of Education.
1717 (2) "Institution of higher education" and "private or
1818 independent institution of higher education" have the meanings
1919 assigned by Section 61.003.
2020 (b) For each subject undergoing a review for the purpose of
2121 identifying and adopting the essential knowledge and skills of a
2222 subject of the foundation curriculum under Section 28.002(a)(1),
2323 the board shall appoint a higher education curriculum review team
2424 to review and make recommendations to the board concerning the
2525 essential knowledge and skills to ensure that proposed essential
2626 knowledge and skills:
2727 (1) are factually accurate and aligned with
2828 contemporary scholarship;
2929 (2) are aligned with college and career readiness
3030 standards and serve to prepare students for college; and
3131 (3) serve appropriate instructional purposes.
3232 (c) Each higher education curriculum review team shall
3333 consist of not fewer than 5 and not more than 10 faculty members of
3434 institutions of higher education or private or independent
3535 institutions of higher education. The board shall make the
3636 appointments to each higher education curriculum review team from
3737 among persons nominated by the commissioner or the commissioner of
3838 higher education.
3939 (d) Each member nominated by the commissioner must have in
4040 the subject under review:
4141 (1) at least five years of teaching experience; and
4242 (2) credentials that satisfy the faculty credential
4343 guidelines established by the Commission on Colleges of the
4444 Southern Association of Colleges and Schools.
4545 (e) Each member nominated by the commissioner of higher
4646 education must have in the subject under review:
4747 (1) at least five years of higher education teaching
4848 experience; and
4949 (2) credentials that satisfy the faculty credential
5050 guidelines established by the Commission on Colleges of the
5151 Southern Association of Colleges and Schools.
5252 (f) In selecting their respective nominees for a higher
5353 education curriculum review team, the commissioner and the
5454 commissioner of higher education shall each:
5555 (1) attempt to achieve a balanced combination of
5656 educational perspectives, including by geographic area, race, and
5757 sex; and
5858 (2) give preference to nominees who have teaching
5959 experience in this state at an institution of higher education or a
6060 private or independent institution of higher education.
6161 (g) At times and places determined by the chair of the
6262 board, before and after the board considers on first reading
6363 proposed essential knowledge and skills of a subject for which a
6464 higher education curriculum review team has been appointed under
6565 this section, that higher education curriculum review team shall
6666 meet to review the proposed essential knowledge and skills. The
6767 team shall submit to the board the results of the team's review and
6868 any recommendations for changes. The board may consider the team's
6969 recommendations in adopting the proposed essential knowledge and
7070 skills.
7171 (h) The agency shall post on the agency's Internet website
7272 the recommendations of each higher education curriculum review
7373 team.
7474 (i) The commissioner and the commissioner of higher
7575 education shall coordinate with the board as necessary for the
7676 administration of this section.
7777 SECTION 2. This Act takes effect immediately if it receives
7878 a vote of two-thirds of all the members elected to each house, as
7979 provided by Section 39, Article III, Texas Constitution. If this
8080 Act does not receive the vote necessary for immediate effect, this
8181 Act takes effect September 1, 2017.
