| 7 | 7 | | relating to safety training for certain public school |
|---|
| 8 | 8 | | extracurricular activities. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Sections 33.202(a) and (c), Education Code, are |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | (a) The University Interscholastic League [commissioner by |
|---|
| 13 | 13 | | rule] shall develop and adopt an extracurricular activity safety |
|---|
| 14 | 14 | | training program as provided by this section. In developing the |
|---|
| 15 | 15 | | program, the University Interscholastic League [commissioner] may |
|---|
| 16 | 16 | | use materials available from the American Red Cross, Emergency |
|---|
| 17 | 17 | | Medical Systems (EMS), or another appropriate entity. |
|---|
| 18 | 18 | | (c) The safety training program must include: |
|---|
| 19 | 19 | | (1) certification of participants by the American Red |
|---|
| 20 | 20 | | Cross, the American Heart Association, or a similar organization |
|---|
| 21 | 21 | | [or the University Interscholastic League], as determined by the |
|---|
| 22 | 22 | | University Interscholastic League [commissioner]; |
|---|
| 23 | 23 | | (2) current training in: |
|---|
| 24 | 24 | | (A) emergency action planning; |
|---|
| 25 | 25 | | (B) cardiopulmonary resuscitation if the person |
|---|
| 26 | 26 | | is not required to obtain certification under Section 33.086; |
|---|
| 27 | 27 | | (C) communicating effectively with 9-1-1 |
|---|
| 28 | 28 | | emergency service operators and other emergency personnel; and |
|---|
| 29 | 29 | | (D) recognizing symptoms of potentially |
|---|
| 30 | 30 | | catastrophic injuries, including head and neck injuries, |
|---|
| 31 | 31 | | concussions, injuries related to second impact syndrome, asthma |
|---|
| 32 | 32 | | attacks, heatstroke, cardiac arrest, and injuries requiring use of |
|---|
| 33 | 33 | | a defibrillator; and |
|---|
| 34 | 34 | | (3) at least once each school year, a safety drill that |
|---|
| 35 | 35 | | incorporates the training described by Subdivision (2) and |
|---|
| 36 | 36 | | simulates various injuries described by Subdivision (2)(D). |
|---|
| 37 | 37 | | SECTION 2. This Act applies beginning with the 2017-2018 |
|---|
| 38 | 38 | | school year. |
|---|
| 39 | 39 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect September 1, 2017. |
