55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to safety training for certain public school
88 extracurricular activities.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Sections 33.202(a) and (c), Education Code, are
1111 amended to read as follows:
1212 (a) The University Interscholastic League [commissioner by
1313 rule] shall develop and adopt an extracurricular activity safety
1414 training program as provided by this section. In developing the
1515 program, the University Interscholastic League [commissioner] may
1616 use materials available from the American Red Cross, Emergency
1717 Medical Systems (EMS), or another appropriate entity.
1818 (c) The safety training program must include:
1919 (1) certification of participants by the American Red
2020 Cross, the American Heart Association, or a similar organization
2121 [or the University Interscholastic League], as determined by the
2222 University Interscholastic League [commissioner];
2323 (2) current training in:
2424 (A) emergency action planning;
2525 (B) cardiopulmonary resuscitation if the person
2626 is not required to obtain certification under Section 33.086;
2727 (C) communicating effectively with 9-1-1
2828 emergency service operators and other emergency personnel; and
2929 (D) recognizing symptoms of potentially
3030 catastrophic injuries, including head and neck injuries,
3131 concussions, injuries related to second impact syndrome, asthma
3232 attacks, heatstroke, cardiac arrest, and injuries requiring use of
3333 a defibrillator; and
3434 (3) at least once each school year, a safety drill that
3535 incorporates the training described by Subdivision (2) and
3636 simulates various injuries described by Subdivision (2)(D).
3737 SECTION 2. This Act applies beginning with the 2017-2018
3838 school year.
3939 SECTION 3. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2017.
