| 11 | 11 | patient's agent or a third-party payor utilizes cash, a | |
| 12 | 12 | reference-based health plan, or some other form of payment. | |
| 13 | 13 | SECTION 2. Health care providers and carriers are | |
| 14 | 14 | prohibited from requiring the use of a third-party plan if the | |
| 15 | 15 | patient or patient's payor choses to pay in cash or with some | |
| 16 | 16 | alternative form of payment. | |
| 17 | 17 | SECTION 3. The commissioner shall adopt rules to effectuate | |
| 18 | 18 | this policy. | |
